Article 3: The State practises economy and opposes waste.
Article 4, the people's governments at all levels shall strengthen the leadership of anti-food waste work, set anti-food waste goals and tasks, establish and improve the anti-food waste work mechanism, organize the monitoring, investigation, analysis and evaluation of food waste, strengthen supervision and management, and promote the anti-food waste work.
Article 5: The development and reform department of the State Council shall strengthen the organization and coordination of the national anti-food waste work; in conjunction with the relevant departments of the State Council, it shall analyze and assess the situation of food waste every year, deploy the anti-food waste work as a whole, and put forward the relevant work measures and opinions, which shall be implemented by the relevant departments.
Article 6, organs, people's organizations, state-owned enterprises and institutions shall, in accordance with the relevant provisions of the state, refine and improve the official reception, meetings, training and other official activities, dining norms, strengthen management, and take the lead in the practice of economy, and oppose waste.
Article VII, food service operators, food service operators can participate in the "CD-ROM action" of the consumer incentives; can also cause obvious waste of consumers to charge the appropriate cost of handling food waste, the charges should be expressed.
Article 8, with a cafeteria units should establish and improve the management system of cafeteria meals, the development and implementation of measures to prevent food waste, and strengthen the publicity and education to enhance the awareness of anti-food waste.
Article 9: Schools shall monitor, analyze and evaluate the number and structure of dining personnel, and strengthen the management of school cafeteria food service; for those who choose to provide meals outside the school, they shall establish and improve the introduction and withdrawal mechanism, and choose on the basis of merit.
Article 10, catering takeaway platform should be a prominent way to prompt consumers to order in moderation.
Article 11, tour operators should guide tourists to civilized, healthy meals.
Article 12, supermarkets, shopping malls and other food operators should strengthen the daily inspection of their food business, near the shelf life of the food category management, special labeling or centralized display for sale.
