Article 1 In order to further improve the quality and level of health care in nurseries and kindergartens in our city, prevent and reduce the occurrence of diseases, and ensure the physical and mental health of children, these rules are formulated in accordance with the Measures for the Administration of Health Care in Nurseries and Kindergartens (Order No.76 of 20 10) issued by the Ministry of Health and the Ministry of Education.
Article 2 These Measures shall apply to all kinds of nurseries and kindergartens (hereinafter referred to as nurseries and kindergartens) at all levels that recruit children aged 0-6 within the jurisdiction of Chengdu.
Article 3 Nursery institutions shall implement the policy of combining education with health care and putting prevention first, and earnestly do a good job in health care.
Fourth health administrative departments at all levels should take the kindergarten health care work as an important part of public health services, and strengthen supervision and guidance.
The education administrative departments at all levels shall assist the health administrative departments to inspect and guide the health care work in nurseries and kindergartens.
The responsibilities of the fifth municipal maternal and child health care institutions:
Assist the municipal public health administrative department to formulate relevant policies, standards and work plans for kindergarten health care in the city and organize their implementation; Establish a perfect quality control system and evaluation system; Responsible for organizing the pre-job training and assessment of kindergarten health care personnel and nurses in the city; Collect and master the health care management of kindergartens in the city, and provide relevant information for the health administrative department.
Sixth county maternal and child health care institutions responsibilities:
Assist the health administrative department at the county level to formulate the local kindergarten health care work plan; Provide professional guidance on the health care work of kindergartens in this area, including: dietary nutrition, physical exercise, health examination, sanitation and disinfection, disease prevention, etc. ; Organize business training or on-site observation activities of health care personnel in nurseries and kindergartens within their respective jurisdictions at least once a year; Convene regular work meetings of nurseries and kindergartens in the jurisdiction to exchange information and arrange work; Collect, sort out, count and report the relevant reports of child care institutions, form an analysis report of the local area, and report it to the local health administrative department and the municipal maternal and child health care institutions;
Article 7 Duties of other departments
Disease prevention and control institutions shall regularly provide disease prevention and control consulting services and guidance for child care institutions.
Health supervision and law enforcement agencies shall supervise and inspect the drinking water hygiene and the prevention and treatment of infectious diseases in kindergartens according to law.
Article 8 Where a child-care institution has a canteen to provide catering services, it shall conscientiously implement all food safety requirements in accordance with the Food Safety Law, the Regulations for the Implementation of the Food Safety Law and relevant regulations.
Food and drug supervision and management departments and other departments responsible for the supervision and management of catering services shall strengthen the guidance, supervision and inspection of food safety in kindergartens according to law.
Article 9 The buildings, facilities, equipment, environment, food and drinking water of nurseries and kindergartens shall meet the requirements of relevant national hygiene standards and norms.
Buildings, equipment and large amusement toy facilities should take safety precautions to ensure the safety of children;
Plants that are poisonous, prickly, flying hairs and flocs can not be planted in the park, which have potential safety hazards and have an impact on children's life and health.
Article 10 Before enrolling students, a newly established nursery institution shall obtain a health assessment report issued by a maternal and child health care institution at or above the county level that meets the health care standards of nurseries and kindergartens.
The education administrative departments at all levels shall incorporate the quality of health care into the classified management of kindergartens.
Article 11 The legal representative or person-in-charge of a child care institution is the first person responsible for the health care work of this institution.
Twelfth child care institutions should set up corresponding health rooms or health care rooms according to the size of their institutions and the number of children they receive, and be responsible for health care.
Clinics should meet the basic standards of medical institutions and obtain the Practice License of Medical Institutions issued by the administrative department of health.
The clinic shall not carry out medical activities, and its configuration shall meet the basic requirements for the establishment of the clinic.
Nursery institutions that recruit full-time children can set up observation rooms according to their own conditions.
Thirteenth child care institutions should employ health care personnel who meet the requirements of the state. Health care personnel include doctors, nurses and health workers.
Doctors working in the health room shall obtain the practicing certificate of doctors issued by the administrative department of health, and nurses shall obtain the practicing certificate of nurses.
Health care personnel working in the health care room should have a high school education or above, have been trained in municipal health care professional knowledge, have basic knowledge of kindergarten health care, and master skills such as sanitation and disinfection, infectious disease management, and nutritious diet management.
Article 14 When employing health care personnel, child care institutions shall be equipped with health care personnel in the ratio of at least 150 children 1 full-time health care personnel. /kloc-children under 0/50 should be equipped with full-time or part-time health care personnel.
Fifteenth new health care personnel should be trained by the municipal maternal and child health care institutions, and obtain the training certificate before taking up their posts.
Health care personnel in nurseries and kindergartens shall regularly receive health care professional knowledge training organized by local maternal and child health care institutions.
Health care personnel in nurseries and kindergartens shall give specific guidance to the staff in the institutions on health knowledge publicity and education, disease prevention, sanitation and disinfection, dietary nutrition, food hygiene and drinking water hygiene.
Sixteenth nursery, kindergarten staff before taking up their posts, must be approved by the maternal and child health care institutions at or above the county level for health examination, and obtain the "Nursery, kindergarten staff health certificate" before taking up their posts.
Nursery institutions should organize employees to have 1 health examination every year; On-the-job personnel suffer from infectious diseases (such as legal infectious diseases, fungal or trichomonal vaginitis, sexually transmitted diseases, purulent skin diseases, conjunctivitis, etc.). ) should leave the post immediately for treatment, and can only be employed after being cured.
Mental patients and people with a history of mental illness are not allowed to work in kindergartens.
Seventeenth child care institutions should carry out health care work in strict accordance with the "norms of health care work in nurseries and kindergartens".
Kindergarten health care work includes the following contents:
(a) according to the characteristics of children at different ages, establish a scientific and reasonable one-day living system, cultivate children's good hygiene habits and promote children's physical and mental health;
(2) Provide children with a reasonable nutritious diet, scientifically formulate recipes, and regularly evaluate the diet to ensure a balanced diet and meet the normal growth and development of children. Cooking managers in kindergartens should receive professional training in children's nutrition and food hygiene;
(3) Make a physical exercise plan suitable for children's physiological characteristics, carry out games and sports activities according to children's age characteristics, ensure children's outdoor activities time, and improve children's physical and mental health. Full-time child care institutions insist on outdoor activities for more than 2 hours every day, and boarding shall not be less than 3 hours/day;
(four) the establishment of health examination system, the establishment of health records. Cooperate with maternal and child health care institutions to carry out children's health examination regularly, 1-2 years old children once every six months, and children over 3 years old once a year; Adhere to the morning check-up and all-day health observation, do a good job in the prevention of common diseases and infectious diseases, and deal with problems in time when found;
(five) strictly implement the system of sanitation and disinfection, do a good job in indoor and outdoor environment and personal hygiene. Strengthen food hygiene management to ensure food safety;
(six) to assist in the implementation of the national immunization plan, and to check the vaccination certificate when children enter kindergartens. Children who are not vaccinated according to the regulations should inform their guardians and urge them to take the children to the local vaccination unit for replanting;
(seven) to strengthen the daily care of frail children, project management. Cooperate with maternal and child health care institutions to regularly carry out children's eye, ear and oral health care, conduct vision screening and oral health care once every six months, and conduct hearing screening once a year; Actively carry out children's mental health care to ensure children's physical and mental health;
(eight) the establishment of health and safety management system, the implementation of various health and safety protection work, to prevent the occurrence of injury accidents;
(nine) to formulate health education plans and carry out various forms of health education activities for children and their parents;
(ten) to establish and improve the registration and statistical system of medical and health care work, and do a good job in the collection, summary and reporting of various medical and health care information.
Eighteenth nurseries and kindergartens should do a good job in the prevention, control and management of infectious diseases under the guidance of disease prevention and control institutions.
Nursery institutions shall promptly report children with infectious diseases in accordance with laws, regulations and the provisions of the Ministry of Health, and strictly disinfect the environment under the guidance of disease prevention and control institutions.
During the epidemic of infectious diseases, nurseries and kindergartens should strengthen preventive and control measures.
Nineteenth disease prevention and control institutions shall collect, analyze, investigate and verify the epidemic situation of infectious diseases in nurseries and kindergartens, notify nurseries and kindergartens in time when problems are found, and report to the administrative departments of health and education.
Article 20 Before children enter child-care institutions, they shall undergo health examination by qualified medical and health institutions, and only after passing the examination can they enter child-care institutions.
When a child-care institution finds that a child in a park (institute) suffers from a suspected infectious disease, it shall promptly notify his guardian to leave the park (institute) for treatment. After children suffering from infectious diseases are cured, they can only enter the park (the institute) with the health certificate issued by medical and health institutions.
Children who have left the kindergarten for more than 3 months should have a health examination before they can re-enter the kindergarten.
People with a history of contact with infectious diseases should be isolated until they are disease-free after the isolation period.
Medical and health institutions shall carry out health examination in accordance with the prescribed medical examination items, and shall not change them without authorization in violation of regulations.
Twenty-first child care institutions in any of the following circumstances, the administrative department of health shall order it to make corrections within a time limit, informed criticism; If it fails to change within the time limit, it shall be given a warning; If the circumstances are serious, the administrative department of education shall give administrative punishment according to law:
(a) failing to set up a health room, health room or health care personnel as required;
(two) to employ staff who have not passed the health examination or failed the health examination;
(3) Failing to organize employee health examination on a regular basis;
(four) to recruit children who have not passed the health examination or failed the health examination to enter the child care institutions;
(5) failing to carry out health care work in strict accordance with the Health Care Standards for Nurseries and Kindergartens.
The administrative department of health shall inform the administrative department of education of the results in time, and the administrative department of education shall take it as the basis for the classified management and quality evaluation of kindergartens.
Article 22 If a child care institution has not obtained the Practice License for Medical Institutions to set up a clinic to carry out diagnosis and treatment activities, it shall be punished in accordance with the relevant provisions of the Regulations on the Administration of Medical Institutions.
Article 23 If a child care institution fails to perform its health care duties in accordance with the provisions, resulting in public health emergencies such as epidemic of infectious diseases and food poisoning, the administrative department of health and the administrative department of education shall punish it according to relevant laws and regulations.
Medical and health institutions at or above the county level fail to perform their duties in accordance with the provisions of these rules, and fail to conduct physical examinations for kindergarten children as required, resulting in public health emergencies in kindergartens, and the health administrative department shall punish them in accordance with relevant laws and regulations.
Twenty-fourth primary school preschool, preschool set up separately with reference to these measures.
Twenty-fifth units and individuals who conscientiously implement these rules and have made remarkable achievements in the health care work of nurseries and kindergartens shall be commended and rewarded by the health administrative departments at all levels and the education administrative departments.
Twenty-sixth "Chengdu nursery kindergarten health care work norms" by the Chengdu municipal health administrative department is responsible for the formulation.
Article 27 These Measures shall come into force as of June 65438, 20 1 year. 1992 February 13 The Implementation Opinions on Health Care Management of Kindergartens in Chengdu issued by Chengdu Municipal Health Bureau shall be abolished at the same time.
