Article 5 The municipal national security organs shall, in conjunction with the municipal urban and rural planning, land resources, real estate management, public security and other departments, the establishment of construction projects involving matters of national security management of the work of the joint mechanism, the establishment of the information *** enjoyment of the platform, and timely notification of each other about the situation, the realization of information *** enjoyment. Article 6 Citizens, legal persons and other organizations shall support and assist the national security organs to do a good job in the management of construction projects involving national security matters. Article 7 The department in charge of urban and rural planning shall consult the municipal national security organs when preparing the city master plan, town master plan and detailed control plan. Article 8 The following construction projects involving national security matters, the construction unit shall be reported to the municipal national security organs for review and approval:
(1) important state organs, key scientific research units, military facilities and military units and other peripheral security control area within the scope of the construction project;
(2) international airports, railway stations, entry and exit ports, customs, human defense command posts, telecommunications hubs and postal hubs and other construction projects;
(c) other construction projects that should be reviewed for national security matters as stipulated by laws and regulations.
The scope of the security control area shall be delineated by the municipal national security organs in accordance with the relevant regulations on the basis of national security assessment, in conjunction with the municipal urban and rural planning and other competent departments, and shall be submitted to the municipal people's government for approval.
Adjustment of the scope of the security control area shall be handled in accordance with the provisions of the preceding paragraph. Article IX of urban and rural planning, land and resources departments in accepting the construction unit of the relevant application, belonging to the provisions of Article 8 of these regulations, the construction unit shall inform the construction unit in writing reported to the municipal national security organs for review of matters relating to national security, the review and approval, urban and rural planning, land and resources departments can handle the relevant formalities. Article 10 The construction unit shall apply to the municipal national security organs for review of matters involving national security by submitting the following materials:
(1) valid documents such as business licenses or registration certificates;
(2) explanations of the nature of investment in the construction project, the functions of its use, the siting of the construction project, and the surrounding geographic environment;
(3) the engineering planning and design plan;
(4) other materials involving national security matters ) Other materials involving national security matters.
If the application materials are complete, the municipal state security organs shall accept the application on the spot; if the application materials are incomplete, the municipal state security organs shall inform the applicant of the supplementary materials on the spot. Article XI of the municipal national security organs of the construction projects involving national security matters to review the following:
(1) site selection and use;
(2) communication, monitoring, sound, alarm, checking and other weak power systems and satellite broadcasting and television ground receiving facilities planning and design;
(3) office automation system, information network system design;
(4) the application shall be accepted on the spot; the application materials shall be informed of additional materials on the spot. p>
(4) laws and regulations shall be reviewed involving national security matters of other content. Article 12 The municipal state security organs shall make a decision on the review within ten working days from the date of acceptance of the application.
The municipal state security organs of the examination decision shall be made in accordance with the following circumstances:
(1) if it meets the requirements of national security, it shall be approved;
(2) if it does not meet the requirements of national security, but it can meet the requirements of national security after the adoption of safety precautionary measures, it shall put forward the requirements for the adoption of safety precautionary measures to the applicant and shall be approved after the applicant has formulated the relevant safety precautionary After the applicant formulates the relevant safety precautionary program, it shall be approved;
(3) If it does not meet the requirements of national security and cannot take effective safety precautionary measures, it shall not be approved and the applicant shall be notified in writing with the reasons. Article XIII of the municipal national security organs in the review of the decision to set up security technology precautionary facilities requirements, the construction unit shall be security technology precautionary facilities as part of the construction project, unified planning, design and construction, the required costs into the construction project pre. Article XIV of national security matters related to the completion of the acceptance of the construction project, the construction unit shall notify the municipal national security organs of the construction project security technology preventive facilities for inspection; inspection failed, the construction project shall not be put into use.
