Article 2 The term "kitchen waste" as mentioned in these Measures refers to food residue and waste edible oil and other wastes generated in food production and processing, catering service, collective feeding and other activities.

Article 3 These Measures shall apply to the generation, collection, transportation, disposal and supervision and management activities of kitchen waste within the administrative area of this Municipality. Article 4 The treatment of kitchen waste shall follow the principles of reduction, recycling and harmlessness. Article 5 The municipal, county (city) and district city appearance and environmental sanitation departments (hereinafter referred to as the city appearance and environmental sanitation departments) shall be responsible for the supervision and management of kitchen waste within their respective administrative areas.

Article 7 The media such as radio, television, newspapers and the Internet should carry out publicity and education activities on laws and regulations related to food safety and kitchen waste disposal, guide citizens to eat scientifically, save resources, protect the environment and reduce the generation of kitchen waste. Article 8 The municipal, county (city) and district people's governments shall incorporate the management of kitchen waste into the assessment of urban management and food safety objectives. Commend and reward units and individuals that have made remarkable achievements in the harmless treatment and resource utilization of kitchen waste. Article 9 Any unit or individual shall have the right to report and complain to the city appearance and environmental sanitation department for acts violating the provisions on the management of kitchen waste.
after receiving reports and complaints, the city appearance and environmental sanitation department shall handle them in time and inform the whistleblower or complainant of the results. If it is verified, it will be rewarded. Article 11 The city appearance and environmental sanitation department of a city or county (city) shall, jointly with relevant departments, formulate a plan for the treatment of kitchen waste, and make overall arrangements for the layout, land use and scale of facilities for the collection, transportation and disposal of kitchen waste. Article 11 The land for kitchen waste disposal facilities shall be incorporated into urban and rural planning as the land for environmental sanitation facilities, and no unit or individual may occupy or change its use without authorization. Twelfth kitchen waste collection and disposal facilities construction projects, should comply with the kitchen waste management planning and relevant national technical standards.

Seventeenth kitchen waste producers should pay the municipal solid waste disposal fee according to law. Specific standards and measures shall be formulated separately by the municipal price department in conjunction with relevant municipal departments, and shall be implemented after being approved by the Municipal People's Government.
the collection, transportation and disposal expenses of kitchen waste shall be charged in the municipal solid waste treatment fee, and the municipal, county (city) and district people's governments shall formulate overall solutions and give appropriate subsidies for the insufficient part. Article 18 The newly established kitchen waste producers and catering service convenience and guidance points shall declare the production of kitchen waste to the local city appearance and environmental sanitation department within 11 days from the first generation of kitchen waste.
in case of any change in the business premises of kitchen waste producers and catering service convenience outlets or any significant change in the amount of kitchen waste produced, it shall promptly report to the local city appearance and environmental sanitation department. Article 19 kitchen waste producers shall abide by the following provisions:
(1) set up kitchen waste collection containers that meet the standards, mark the words kitchen waste collection containers, and keep the collection containers intact, sealed and the surrounding environment clean and tidy;
(2) Separate kitchen waste and non-kitchen waste and store them separately;
(3) set up pollution prevention facilities such as oil-water separators or grease traps in accordance with the relevant provisions of environmental protection;
(4) within 24 hours after the kitchen waste is generated, the kitchen waste shall be delivered to the unit that has obtained the business collection and transportation license according to the agreement, so as to achieve daily production and daily cleaning.
