According to the spirit of the Notice on Strengthening the Management of Banquet Registration during the Spring Festival issued by emergency headquarters Office for the Prevention and Control of Pneumonia Infected by novel coronavirus in Ganzhou City, in order to continue to do a good job in the prevention and control of the epidemic situation of "importing from outside and preventing rebound from inside", strictly control group gathering activities, reduce the risk of epidemic spread, and ensure the safety of people's lives and the stable and orderly social and economic life in our district. The management of banquet registration during the Spring Festival is hereby notified as follows:

1. Strictly control group dinner activities

We advocate "delayed weddings, simple funerals and no banquets", and strictly control group dinner activities such as wedding banquets, birthday banquets, full moon banquets and housewarming banquets. Banquets with more than five tables must be registered in accordance with the prescribed procedures, and no banquets are allowed without registration. Those who violate the regulations will be punished in accordance with relevant laws and regulations. The number of tables in the banquet hall hosted by catering service units shall be controlled within 75% of the number of tables that can be accommodated.

2. Strictly implement the banquet registration procedure

Urban and rural residents host banquets. If urban and rural residents host banquets with more than 5 tables at home, they should fill out the Banquet Registration Form and report to the village committee where they live in advance.

when urban and rural residents come to the store to hold a banquet with more than five tables, the organizer fills in the Banquet Holding Report Form and reports it to the village committee where they live or register in advance. After the village committee signs the opinion and seals it, the organizer holds the Banquet Holding Report Form to book a banquet with the catering unit. If the reserved banquet has not been reported, a supplementary report should be made according to the procedure.

if the staff of government agencies, enterprises and institutions hold more than 5 tables, they should fill in the Banquet Holding Report Form and report it to the unit where they work. After the unit where they work signs and seals it, they can book the banquet with the Banquet Holding Report Form.

catering units undertake banquets. catering units undertake group dinners and banquets and report to the local market supervision sub-bureau at least 3 days in advance. The reporting procedures are as follows:

1. The catering unit that hosted the banquet for 5 -15 tables shall report to the local market supervision sub-bureau with the Organizer's Report Form for Hosting Banquet and Report Form for Hosting Banquet and the Responsibility Letter for Epidemic Prevention and Control of Catering Service Units.

2. catering units that host banquets of more than 15 tables shall report to the local market supervision sub-bureau with the Organizer's Report Form for Hosting Banquets, Report Form for Hosting Banquets and Responsibility Letter for Epidemic Prevention and Control of Catering Service Units, and the market supervision sub-bureau shall review the report materials and sign the audit opinions, and report to the District Market Supervision Administration for signing the opinions, and then report to the District Epidemic Prevention and Control Headquarters for filing.

Third, implement the main responsibility

According to the principle of "who undertakes, who is responsible", the banquet organizer and the person in charge of the catering unit should actively cooperate with the implementation of the relevant policies on epidemic prevention and control, strictly prevent the outbreak, strengthen closed-loop management, and scientifically and accurately do a good job in epidemic prevention and control in the catering sector in our district.

1. Responsibility of the organizer: If the public does not hold or participate in banquet activities without prevention and control measures, the organizer shall strictly fulfill the reporting procedures and shall not invite people to participate in the banquet activities under any of the following circumstances:

① Those who have lived in the districts and cities where the high-risk areas and local case reporting areas are located within 114 days, or those who have lived in overseas, Hong Kong, Macao and Taiwan areas within 28 days:

② Those who have been diagnosed, suspected or asymptomatic in COVID-19.

③ The asymptomatic infected patients who have been cured and discharged from hospital and have been released from centralized isolation medical observation are still in the follow-up or health observation period;

④ people whose health codes are displayed as yellow codes or red codes.

2. corporate responsibility: catering units are not allowed to host banquets without filing, and those who violate the regulations will be punished according to the Law of the People's Republic of China on the Prevention and Control of Infectious Diseases, the Law of the People's Republic of China on Public Security Punishment and other laws and regulations. Hotels hosting banquets should do a good job in the prevention and control of epidemic situation and food safety management during the banquet in strict accordance with the Technical Guide for the Prevention and Control of Epidemic Situation in Catering Service Units in COVID-19 and the Responsibility Letter for Epidemic Prevention and Control in Catering Service Units. According to the actual situation, the epidemic prevention and control plan and emergency plan should be formulated, and those who find abnormal body temperature or health code and travel code should immediately go to the local market supervision branch, epidemic prevention and control headquarters or village Committee, and be disposed of according to regulations.
