Chapter I. General Provisions Article 1 In order to prevent and punish drug offenses and crimes, protect the physical and mental health of citizens, and maintain social order, these Measures are formulated in accordance with the Anti-Narcotics Law of the People's Republic of China*** and the People's Republic of China. Article 2 The drugs referred to in these Measures refer to opium, heroin, methamphetamine (methamphetamine), ketamine, morphine, marijuana, cocaine, as well as other narcotic drugs and psychotropic substances controlled by the state that can make people form addictions. Article XV of the Internet service providers and users shall implement safety precautions, strengthen drug-related information management, and shall promptly report to the public security organs when they find online drug-related case clues.

Without permission, any unit or individual shall not publish on the Internet product information on narcotic drugs, psychotropic substances, drug treatment drugs, and easy-to-use chemicals. Article 16 Hotels, restaurants and entertainment establishments (hereinafter collectively referred to as entertainment service establishments), shall establish an internal anti-drug responsibility system and inspection system, and post anti-drug warning signs in prominent locations to prevent the implementation of illegal and criminal acts such as trafficking and consumption of drugs in entertainment service establishments.

The public security organs should be regularly on the owners of entertainment service establishments and business management personnel for anti-drug education and training, to enhance their awareness and ability to prevent illegal and criminal acts of drugs. Article 17 Owners of entertainment service establishments and their staff shall not engage in the following acts:

(1) committing the illegal and criminal acts of selling or supplying drugs, or organizing, forcing, abetting, inducing, deceiving, or tolerating others to take or inject drugs;

(2) providing conditions for the people entering the entertainment establishments to commit drug-related crimes;

(3) providing persons involved in drugs with
