outdoor advertising facilities and signboard setting management activities in areas outside the built-up area that are subject to urbanization management shall be implemented with reference to these measures, and the specific regional scope shall be delineated by the county (district) people's government according to law and announced to the public.

if there are other provisions in laws, regulations and rules on the management of outdoor advertising facilities within highways and highway land, those provisions shall prevail. Article 3 The outdoor advertising facilities mentioned in these Measures refer to facilities such as light boxes, neon lights, electronic display screens (plates), electronic copying devices, windows, advertising stands, physical models, etc., which are specially set up to publish advertisements to outdoor public spaces by using carriers such as the outer space of buildings, public places, public facilities, mobile vehicles and lift-off devices.

the signboards mentioned in these measures refer to the signboards, plaques, etc. set up by organs, enterprises, institutions, social organizations and other organizations and individual industrial and commercial households in their offices, business premises or buildings (structures) to express their names, shop names and signs.

the regulations on the management of outdoor advertising facilities shall apply to signs and plaques that are accompanied by commodity promotion and service promotion, or are set outside offices and business premises.

the setters mentioned in these measures refer to the owners or users of outdoor advertising facilities and signboards. Article 4 The people's governments of cities and counties (districts) shall strengthen the unified leadership over the management of outdoor advertising facilities and signboards within their respective administrative areas.

the municipal urban management department is responsible for the management of outdoor advertising facilities and signboards in downtown areas, as well as supervising, coordinating and guiding the management of outdoor advertising facilities and signboards in counties (districts). County (District) urban management departments shall be responsible for the management of outdoor advertising facilities and signboards within their respective jurisdictions according to their duties and powers.

Chapter II Planning and Standardization Article 6 The municipal and county (district) urban management departments shall, jointly with the departments of natural resources, transportation, market supervision and management, emergency management, ecological environment, public security, etc., organize the preparation of outdoor advertising facilities planning according to the national land and space planning, urban appearance standards and relevant safety technical standards, and report it to the people's government at the same level for approval before implementation. County (District) outdoor advertising facilities planning shall be reported to the municipal urban management and the municipal natural resources department for the record.

the planning of outdoor advertising facilities shall conform to the requirements of national space planning, urban appearance standards, traffic safety, fire safety and environmental protection, highlight local characteristics and reflect local culture.

Article 7 The planning of outdoor advertising facilities shall include the following contents:

when making detailed plans for outdoor advertising facilities in important locations and key areas, the controlling contents of outdoor advertising facilities should be made clear, including the number, size, shape, color and proportion of public outdoor advertising facilities. Article 8 The municipal and county (district) urban management departments shall, according to the technical standards of land and space planning, urban appearance standards and environmental protection, jointly with the relevant competent departments, formulate technical specifications for outdoor advertising facilities and signboards, and report them to the people's government at the same level for approval before implementation.

the technical specifications for outdoor advertising facilities and signboards shall specify specific requirements for the design, manufacture, installation, maintenance and safety monitoring of outdoor advertising facilities and signboards.
