Article 2 The core scenic spot of Qianshan Scenic Area as mentioned in these Measures (hereinafter referred to as the core scenic spot) refers to the northern scenic spot of Qianshan Scenic Area and Xianrentai Scenic Spot (National Forest Park). ? Article 3 All units, residents, tourists and units and individuals related to the protection, management, utilization and development of scenic resources in the core scenic spots shall abide by these Measures. ? Article 4 The Qianshan Scenic Area Management Committee (hereinafter referred to as the Administrative Committee), as an agency of Anshan Municipal People's Government, implements unified management on the protection, development and utilization of Qianshan Scenic Area on behalf of the municipal government, and is responsible for the specific implementation of these measures. The relevant departments of the municipal government and their agencies established in Qianshan Scenic Area shall assist the CMC in the management of core scenic spots according to their respective responsibilities. ? Article 5 The Master Plan of Qianshan Scenic Area shall be strictly implemented in all the constructions in the core scenic spots, and it is forbidden to build new hotels, resorts, restaurants and other catering and accommodation places and houses. ?
The above-mentioned places and houses left over from history should be gradually moved out of the core scenic spots as planned. ? Article 6 The original villagers shall not rebuild, expand or build new residential facilities. If it is really necessary to build new residential facilities, they shall choose another site outside the core scenic spots according to the plan. ? Article 7 It is forbidden to cut mountains for quarrying, dig sand for earth, expand farmland and reclaim wasteland. The existing farmland should gradually develop agricultural and sideline industries in harmony with tourism. ?
It is forbidden to build new graves, and all the existing graves should be moved out according to relevant state regulations. ? Eighth prohibit unauthorized felling and destruction of trees, eating state-owned forest land, prohibit the collection of specimens, wild herbs and other forest by-products, or planting fruit trees in vegetation region. If it is really necessary to cut down low shrubs, it must be reported, and with the consent of the CMC, there are plans to cut them in a limited range. ? Article 9 It is forbidden to drill wells to exploit and use groundwater resources, and the existing underground wells should be gradually shut down (except the existing wells for domestic use). ? Article 11 It is forbidden to raise silkworms and keep livestock and poultry in the forest vegetation, and domestic dogs are not allowed to be scattered. ? Eleventh to engage in business activities related to tourism services must be approved by the CMC and go through the relevant formalities according to law, and be carried out in the area uniformly designated by the CMC. ?

Article 14 It is forbidden to smoke in areas other than those where smoking is allowed, and it is forbidden to have picnics, burn crops, burn paper and set off firecrackers. ? Fifteenth prohibit spitting, urinating, littering, beverage cans, plastic bags and other waste, it is forbidden to put food into animals without the permission of management personnel. ? Article 16 It is forbidden to damage cultural relics and historical sites and human scenery, and it is forbidden to carve or scribble on ancient and famous trees, scenic facilities and temple buildings. ? Seventeenth large motor vehicles are prohibited from entering the core scenic spot, and other vehicles allowed to enter must implement the provisions of the CMC on vehicle management, drive along the designated route and park at the designated place. ? Eighteenth prohibit unlicensed tour guides, reselling tickets, arbitrarily raising service prices, forcibly selling goods to tourists, or disguised obstacles, restrictions on tourists' normal sightseeing and other acts. Begging is forbidden ? Nineteenth public facilities, transportation facilities and all kinds of protective facilities in scenic spots should be regularly inspected and maintained to keep them safe and in good condition, so as to eliminate hidden dangers of accidents. ? Article 21 Places for religious activities shall strengthen internal management, establish and improve management systems for personnel, public security, fire protection, cultural relics protection, health and epidemic prevention, conduct religious activities in accordance with the provisions of relevant laws, regulations and rules, and accept the guidance, supervision and inspection of the Administrative Committee and relevant departments. ? Twenty-first in violation of these measures, one of the following acts, shall be stopped by the CMC or the relevant administrative law enforcement departments, make corrections within a time limit, confiscate the illegal income according to law, and be punished according to the following provisions. ?
(a) illegal construction, shall be ordered to make restitution, and impose a fine of less than 31 yuan per square meter; Can not be restored to its original state, with the approval of the administrative department of construction at a higher level, impose a fine of more than 111 yuan per square meter and less than 211 yuan; ?

(three) unauthorized felling and destruction of trees, punishable by a fine of more than 3111 yuan in 511 yuan; ?
(4) those who raise silkworms and raise livestock and poultry in the forest vegetation shall be fined from 211 yuan to 1,111 yuan; If the dogs are scattered, they shall be forced to kill them, and if they cause fright or slight injury to others, they shall be liable for compensation according to law;
(5) Those who do not engage in family catering, accommodation, wood processing and passenger transport without authorization in the designated area shall be fined from 51 yuan to 311 yuan; ?
(6) Those who dump garbage at will, fill and block natural rivers without authorization and artificially change the flow direction of rivers shall be fined between 2,111 yuan and 2,111 yuan in 311 yuan; ?
(7) Those who have picnics, burn crops, burn paper or set off firecrackers shall be fined between RMB 111 and 511 yuan; ?
(8) Whoever smokes in the no-smoking area shall be fined between 21 yuan and RMB 111; ?
(9) Anyone who spits, urinates, litters wastes such as peels, beverage cans and plastic bags, or throws food into animals without authorization shall be fined from 5 yuan to 21 yuan; ?
(11) Those who carve or scribble on cultural relics or ancient and famous trees and damage human scenery and scenic facilities shall be fined between 211 yuan and 1,111 yuan; ?
(11) Those who drive a large motor vehicle into the core scenic spot and fail to follow the designated route or park the vehicle at the specified place shall be fined between 21 yuan and RMB 111; ?
(12) those who are unlicensed tour guides, reselling tickets, arbitrarily raising service prices, forcibly selling commodities to tourists, or obstructing or restricting tourists' normal sightseeing in disguise shall be fined from 51 yuan to 211 yuan. ?
