Therefore, the Decision of the State Council on Further Strengthening Food Safety issued by the State Council on September 1 2004 requires that "according to the principle that one supervision link is supervised by one department, the functions of food safety supervision should be further rationalized by means of subsection supervision, supplemented by variety supervision", and the responsibilities of agriculture, quality inspection, health, industry and commerce, food and drug, development and reform, commerce and other departments are divided.
