After the enlarged meeting of the Municipal Party Committee, the municipal government promptly convened leaders of agriculture, personnel, labor and social security, science and technology, education, poverty alleviation, women's federations, trade unions, youth league committees, science and technology associations and other departments to analyze the current situation and existing problems of the labor force in our city, put forward "focusing on training around orders, promoting transfer" and "focusing on the province and expanding the labor market outside the province", and formulated and decomposed the objectives and tasks into counties and relevant departments, requiring all departments. Through the joint efforts of counties (districts) and relevant departments, as of June 30, the city has organized and trained 8,287 farmers, including 3,866 males and 44,265,438 females. Organized and exported 5744 laborers to and from our city, completing 27.4% of the annual planned tasks. Among them, 2279 people were exported from outside the province, 2434 people were exported from outside the city, and 103 1 person was transferred within the city. The main exporting countries are Beijing, Shandong, Guangzhou, Fujian, Jiangsu, Zhejiang, Shenzhen, Hainan, Kunming and Dali. With the progress of the times, the city has higher and higher requirements for migrant workers' employment knowledge, skills and moral level. In order to enhance farmers' employability, counties (districts) give full play to the advantages of vocational education, and actively carry out skills training in agricultural product processing, catering, domestic service, folk dance art, security, computer application, beauty salons, home appliance maintenance, and automobile driving. So as to improve the quality of migrant workers and their adaptability in market competition.
(4) Continuously improve the mode of labor export, and further strengthen service awareness.
In order to turn the export of labor training into an industry that enriches the people and strengthens the city with net assets exceeding 100 million yuan, so that migrant workers can move, stay and get rich, people's governments at all levels and relevant functional departments give full play to their respective advantages and characteristics, try their best to negotiate wages and benefits with employers, sign labor employment contracts, and send special personnel to escort the export of labor. For example, the Yongde Women's Federation made full use of the advantages of the sound network of women's federations at the county, township and village levels to conduct a thorough investigation of young men and women aged 16 to 25 who are willing to go out to work. While continuing to send domestic workers to the province, they actively contacted some enterprises inside and outside the province for labor employment negotiations, so as to find more and better jobs for rural youth. After many investigations, Yongde Women's Federation signed an employment agreement with Dongguan Huarong Electronics Co., Ltd. Using the established labor service files, we can quickly organize 184 young men and women of school age to be exported to the company in just one week, and set up class committees among these migrant workers, including squad leader 1 person, vice squad leader 1 person and team leader1person. Each team is required to observe the players' dynamics at any time and report to the squad leader, who reports the work and life to the county women's Federation, once by telephone in January and once in writing in March to ensure that the laborers can lose and stay.
(five) actively cultivate labor export agencies, and expand the labor export force and team.
In order to change the current situation that there are few labor export agencies in our city, governments at all levels and relevant functional departments should strengthen the management of the original 17 labor export agencies while doing a good job in information guidance and market cultivation. On the other hand, in strict accordance with the market-oriented operation mechanism, we actively created conditions to develop labor intermediary agencies, approved the establishment of "Wanxin Labor Service Company" and "Hanxian Science and Technology Labor Export Employment Agency", and strengthened the labor export force and team.

At present, 86 Wa youth have been exported to the above five provinces, so that Wa youth from poor mountainous areas have found a good employment path. Gengma, Yunxian, Fengqing, Yongde and other county governments. Take the way of "going out, please come in", organize relevant departments to make field trips to coastal areas with more employment, reach labor cooperation agreements with relevant departments or directly collect employment information of manufacturers, and directly export labor personnel to manufacturers. At the same time, employers or relevant intermediaries in coastal areas are actively invited to visit Lincang on the spot, and the laborers who come to register are directly interviewed to improve the success rate of export employment.
(four) to raise funds to ensure the progress of the project.
In the case that the financial resources of cities and counties are very difficult to inject more funds into the labor training export project, counties (districts) and functional departments make full use of the advantages of the industry and adopt various forms and channels to raise funds to ensure the implementation of the project, which provides a solid guarantee for the full completion of the labor training export task issued by the municipal party Committee and the municipal government. Three. Existing difficulties and problems
With the joint efforts of governments at all levels and relevant functional departments, the export of labor training in our city has taken gratifying steps, laying a good foundation for further expanding and strengthening this emerging industry. But from the current development situation, there are still some difficulties and problems, mainly in:
(A) the labor market information is ineffective, the output channels are not wide, and the types of output jobs are single.
At present, the city has not yet formed a unified information sharing platform for labor supply and demand, with few output channels, invalid information and single output post. Most of them only rely on coolies to make a living, and the stability rate is not high, which hinders the development of export work.
(B) outdated concepts, backward consciousness, weak sense of pioneering and innovation, poor adaptability, hindering the development of labor training output.
Influenced by traditional ideas, rural youth who have lived in poor mountainous areas for a long time are conservative and have a weak sense of going out boldly and starting a business. They don't want to go out, dare not go out and won't go out. Some parents don't want them to go out to work, for fear that they won't make money or be cheated, and their safety will not be guaranteed. As a result, most of the surplus labor force is idle in the countryside and cannot be fully utilized. In addition, some young people generally have low cultural quality, single skills, weak adaptability and competitiveness after export, and can not meet the needs of market development.
(3) The labor market outside the city has great room for development, but most of them are female employees.
Judging from the situation of export personnel in counties (districts) and the personnel required by several intermediary agencies that we contacted, the labor market outside the city needs a large number of employees and has a broad development space, but the transportation time is urgent, most of them are female employees under the age of 35, and the proportion of male employees is small. It is difficult to organize a certain number of female employees in a short time, which brings certain difficulties to further expand the transportation scale of labor training export projects.
(D) Insufficient input in labor training output
Although the labor training export project operates according to the market, the labor export in our city is still in the primary stage of market cultivation, and the strength of intermediary organizations is still weak, which needs government support. In the training work of various functional departments, the corresponding training funds are not implemented, and the vast majority of training targets come from poor mountainous areas. They have the desire to go out to work, but they are unable to pay the training fees and travel expenses of migrant workers, which has become a bottleneck restricting the development of this emerging industry.
(E) The tracking service is lagging behind and the information feedback is slow.
In order to stabilize the exported laborers and reduce some problems, especially the incidents of infringement of rights and interests, it is necessary to strengthen the contact between exporting units and importing units, and do a good job in labor export tracking service and information feedback. Due to the funding problem and the fact that this work has just started, most counties do not do well in tracking service management and information feedback. Once the infringement happens, it will have a certain impact on the export of labor services in the future.
IV. Next Work Plan
(1) Further raise awareness and change ideas.

(3) Strengthen vocational skills training, improve the skills and quality of migrant workers, and build a skilled and high-quality labor export brand in our region.
