It is not comprehensive to simply classify e-commerce poverty alleviation as industrial poverty alleviation or understand it as special poverty alleviation through industrial development. E-commerce is not only a problem of industrial development, but also a much broader content of e-commerce poverty alleviation. According to the Outline of Rural Poverty Alleviation and Development in China (2111-2121), the same is true from the analysis framework of the trinity work pattern of special poverty alleviation, industry poverty alleviation and social poverty alleviation.
- special poverty alleviation: e-commerce poverty alleviation can be used for one industry, one place and one thing, and can also be used for or radiated to multiple industries, places and events at the same time. E-commerce poverty alleviation can sometimes be a special project for industrial poverty alleviation, but sometimes it can't be framed by the boundary of industrial poverty alleviation. That kind of poverty alleviation money for raising chickens can't be used for the stereotype of special poverty alleviation in sheep industry, especially for e-commerce poverty alleviation. If you want to help poor households by opening online stores, you should be more afraid of the market, and you should follow the needs of users rather than the good wishes of the poverty alleviation subjects. Sometimes, it is necessary to make self-denial and rapid adjustment according to the needs of market users.
- industry poverty alleviation: e-commerce involves a wide range, and e-commerce poverty alleviation should also be included in the poverty alleviation of various industries and departments, with clear departmental responsibilities, coordinated development and optimization of characteristic industries, e-commerce poverty alleviation from the aspects of science and technology, education and culture, improvement of e-commerce infrastructure, improvement of public service and management of e-commerce, improvement of social security for e-commerce practitioners, and help to achieve resources and ecological environment goals;
- Social poverty alleviation: At present, e-commerce has covered half of China's netizens and enterprises, and e-commerce poverty alleviation undoubtedly requires the extensive participation of all kinds of social subjects. E-commerce poverty alleviation can and should not only be combined with fixed-point poverty alleviation, poverty alleviation cooperation between the east and the west, and poverty alleviation and development activities of all walks of life as much as possible, which is reflected in the target and effect of assistance.
There are three main forms of e-commerce to help the poor:
First, direct access to households, that is, through education and training, resource investment, market docking, policy support, service provision and other forms, to help poor households directly increase their income through e-commerce transactions, so as to achieve the effect of poverty alleviation. Among them, the most typical way is to help poor households open online stores on the e-commerce trading platform, so that they can directly become online merchants. For example, since the beginning of this year, the e-commerce poverty alleviation training organized by poverty alleviation offices in Gansu and Guangdong, and the training organized by Sinopec in Yuexi County, Anhui Province, Huigudian Business School in Henan Province, and Green Star Rural E-commerce Training Center in Jinan have focused on helping poor households, "two generations", disabled people and precise poverty alleviation targets, helping them master e-commerce knowledge, and even teaching them to open their own online stores and providing follow-up services.
the second is to participate in the industrial chain: that is, through local leading enterprises engaged in e-commerce, online business brokers, capable people, large households, professional associations and local e-commerce trading platforms, an industrial chain oriented to e-commerce will be built to help and attract poor households to participate, and complete or incomplete employment will be achieved, thus achieving the effect of poverty alleviation. For example, in the book "New Agriculture, Countryside and Farmers" and E-commerce edited by Liang Chunxiao and me, many such cases are listed, from Zhao Hailing, Du Qianli and Meng Hongwei to Century Village and Zhongmin Hongtai, from the Suichang Online Shop Association led by Pan Dongming to the "Northern Mountain Wolf" founded by Lu Zhenhong. They not only promoted the economic development of one party, but also helped many villagers around them, including the poor, to increase their income. [ii] The local government supports them, and in a sense, it is also supporting e-commerce to help the poor.
the third is the sharing spillover effect: e-commerce develops in a large scale, forming a benign market ecology in a certain region, and the original local poor households can share the development results even if they do not directly or indirectly participate in the e-commerce industrial chain. For example, in Shaji, we witnessed the changes brought by e-commerce to Dongfeng Village, a famous Taobao village: it is difficult to recruit workers, so that poor households with working ability can not only easily find development opportunities in the online sales industry chain, but also drive the new urbanization process, and the general service industries such as construction, catering, transportation and repair develop rapidly, which also provides a lot of opportunities for employment and even entrepreneurship. The improvement of roads, sanitation, fttp, water and electricity, public lighting and other facilities, the improvement of farmers' housing conditions and the convenience of services brought by the construction of e-commerce parks have also benefited all villagers, including poor households who have lost their ability to work, so that they can share the spillover effect of e-commerce development.
at this stage, in view of the fact that e-commerce has yet to be launched in most poverty-stricken areas in China, e-commerce poverty alleviation should focus more on the above two forms; For the latter kind of e-commerce to help the poor, it should be put on the agenda in time after the local e-commerce has developed to a certain scale and degree.
