First, the management of agricultural inputs has been strengthened. In view of the characteristics that the sales volume of agricultural products in Fushun Road, Huazhong Road and Chengyang accounts for 81% of the urban area, three market supervision offices have been set up respectively to implement on-site supervision by special personnel. Among them, Chengyang Market is equipped with 11 staff, which has solved the problem of office space of 311 square meters and has become a model for the whole city. The second is to implement the market quality margin system. Up to now, 4,752 catering units in the city have implemented the "Bright Kitchen and Bright Stove" project, and another 1,511 will be built this year, basically achieving full coverage of school canteens and medium-sized and above catering units. Over the past year, there has not been a collective food poisoning accident in these lighting units, and the pass rate of sampling inspection is close to 111%.
4. format prevention and control. Adhere to the combination of norms and guidance, and comprehensively manage high-risk formats such as small workshops and small restaurants. Formulated supervision measures for small workshops, and implemented record management for small workshops; It is planned to build 11 centralized processing parks for small food workshops, with a total area of about 51,111 square meters, and gradually realize the intensive production, standardized management and standardized market entry of small food workshops. In view of the problem that most small restaurants are unlicensed, the supervision measures for small restaurants have been formulated. From the reality, the threshold for issuing certificates stipulated by the state has been lowered and small restaurants have been included in the supervision scope. Strengthen key control over high-risk varieties and implement "one prohibition and two necessities": prohibit the sale of key varieties such as bulk edible oil, soy sauce and vinegar; Infant formula milk powder, foods with critical shelf life, genetically modified foods, etc. must be sold at counters; All catering units must publicize the use of genetically modified foods to ensure the food safety of citizens.
(4) Strengthen publicity and education, and mobilize the whole people to build food safety
In accordance with the principle of "expanding coverage, improving feelings and enhancing sense of security", adhere to the same deployment and promotion of publicity and education and supervision, and strive to build a food safety society.
1. Use the media skillfully to guide public opinion. Take the media as an important channel for the government to communicate with the public and create a harmonious public opinion environment. First, jointly formulated and issued opinions on strengthening food safety publicity with the Propaganda Department of the Municipal Party Committee, further standardized the media's reporting behavior, and avoided social panic caused by false reports and negative hype. Second, it signed a news linkage agreement with the relevant media, stipulating that the media should immediately notify the regulatory authorities when they find illegal clues, and they should investigate and deal with them together, and they should not report first, thus reversing the passive situation that the investigation of cases is affected by reports of leaks and the regulatory authorities always find and investigate problems after the media. Third, insist on active voice, actively organize reports, and control information by spreading information. Over the past year, * * * has published more than 6,111 articles, basically controlling the trend of public opinion. 2. Create a publicity platform. On the one hand, according to the principle of "food safety in internet plus", the official WeChat of food supervision has been launched, and at the same time, it has the functions of live broadcast of "bright kitchen and bright stove", inquiry of food safety data and acceptance of complaints and reports, and has created a new media platform for young and middle-aged people. Before the end of the year, the convenience quick inspection group will basically cover major supermarkets and large and medium-sized farmers' markets in the city.
