Article 2 The term "trade association" as mentioned in these Measures refers to a non-profit social organization that is formed voluntarily by the economic organizations of the same trade in this Municipality, relevant units and individuals in order to realize the consent of their members, registered according to law, and practices industry service and self-discipline management. Article 3 The municipal, district (city) civil affairs department is the registration authority of trade associations. The relevant government departments are the competent business units of trade associations.

Article 4 People's governments at all levels shall actively guide, vigorously promote and standardize the development of trade associations according to law, and support them to carry out their work independently according to law. Article 6 Trade associations shall follow the principle of organizing their own meetings, and implement voluntary membership, self-care meeting and self-financing. (2) to participate in the formulation or revision of technical and quality standards of industrial products, and organize and promote the implementation of industrial standards;

(3) organizing activities such as industry training, technical consultation, foreign exchange, exhibition investment promotion and product promotion;

(4) conducting anti-dumping and anti-monopoly investigations on behalf of industry members, or submitting relevant investigation applications to relevant government departments;

(5) to formulate and be responsible for the implementation of internal dispute settlement rules in the industry and coordinate the relationship between the industry and other industries or organizations;

(6) conduct industry self-discipline, formulate and supervise the implementation of rules and regulations, and safeguard industry order and overall interests;

(7) reflect the situation of the industry to the relevant government departments, and put forward suggestions on industrial policies and industrial planning involving the development of the industry;

(8) to undertake other functions stipulated by laws, regulations and rules or entrusted by relevant government departments according to law. Fifteenth relevant government departments should listen to the opinions of relevant industry associations when formulating public policies, administrative measures or industry development plans involving industry interests. Article 16 The relevant government departments shall pay relevant fees when entrusting trade associations to undertake the work, and supervise and inspect the completion in time. Seventeenth trade associations in violation of the "Regulations" and other relevant provisions of the registration management of social organizations, shall be dealt with by the registration authority according to law. Article 18 Where the registration administration organ, the competent business unit and their staff abuse their powers, neglect their duties or engage in malpractices for selfish ends, the unit to which they belong or the competent department at a higher level shall give them administrative sanctions; If a crime is constituted, criminal responsibility shall be investigated according to law. Nineteenth trade associations established before the implementation of these measures, which do not meet the provisions of these measures, shall be standardized in accordance with these measures within one year from the date of implementation of these measures, and apply for registration of change.
