Article 21 Enterprises engaged in domestic waste business sweeping, collection, transportation, shall apply to the local district urban management department to obtain domestic waste business sweeping, collection, transportation service license; engaged in domestic waste business disposal of enterprises, shall apply to the municipal urban management department to obtain domestic waste business disposal service license.
The municipal or district urban management department shall, through bidding and other fair competition, make a decision on the domestic waste operational sweeping, collection, transportation and disposal service license within the statutory period, and issue the domestic waste operational sweeping, collection, transportation and disposal service license to the successful bidder.
Enterprises that have not obtained a license for domestic waste operational scavenging, collection, transportation, and disposal services shall not engage in domestic waste operational scavenging, collection, transportation, and disposal activities.
