(2) For residential areas without property management, the original property unit or the construction unit shall be responsible for maintaining the greening, cleaning and safety of the residential areas.
(3) For residential areas without property rights units and without property management, the sub-district office shall be responsible for coordinating and supervising the greening, cleaning and house-keeping work of the residential areas.
(4) the public security department should guide, supervise and manage the safety work in residential areas, and immediately deal with the safety accidents reported by the management unit.
Article 25 Maintenance responsibilities for water, electricity, gas, heating, communication and cable TV.

(3) If the owners' meeting is established in the old residential area, the owners' representative, the property management enterprise and the social neighborhood committee will form a preparatory group, and the county real estate administrative department will take the lead in preparing for the owners' meeting.
(4) The county real estate administrative department is the management department of the owners' committee, specifically coordinating and handling the problems within the owners' committee and with the property enterprises.
