Cloud computing is to promote information technology capabilities to achieve on-demand Cloud computing is a brand-new business model that promotes the supply of information technology capabilities on demand and the full utilization of information technology and data resources, and is a major change and inevitable trend in the development of information technology. The development of cloud computing is conducive to sharing information knowledge and innovation resources, reducing the cost of entrepreneurship in the whole society, fostering the formation of new industries and new consumption hotspots, and is of great significance to stabilizing growth, adjusting structure, benefiting people's livelihoods, and building an innovative country. At present, the global cloud computing in
the early stage of development, China is facing a rare opportunity, but there is also a weak service capacity, a large gap in core technology, information resources open **** enjoyment is not enough, the challenge of information security is prominent and so on, the construction of light application, the data center of disorderly
the development of the seedling of the first appeared. In order to promote the innovative development of China's cloud computing, and actively cultivate a new mode of information industry, we put forward the following views.
First, the guiding ideology, basic principles and development goals

(ii) Enhance the independent innovation capability of cloud computing.

(v) Coordinate the layout of cloud computing infrastructure.
Strengthen the overall planning for the construction of national data centers, and guide large cloud computing data centers to prioritize deployment in areas with sufficient energy, suitable climate, and fewer natural disasters, and small and medium-sized data centers focusing on real-time applications

(vi) Enhance security capabilities.
Study and improve the protection of personal and corporate information and network information security related regulations and systems in the cloud computing and big data environment, formulate rules for the management of information collection, storage, transfer, deletion, and cross-border flow, and accelerate the process of information security legislation.
(7) Strengthen the management of network security protection for cloud computing services. (ii) Establish and improve relevant regulations and systems.

The competent authorities in charge of homeland resources, development and reform, science and technology, industry and informatization (communication management), housing and urban-rural construction, and commerce in provinces, autonomous regions, municipalities directly under the Central Government, and the Xinjiang Production and Construction Corps:
I. Increase the new land security
(a) Priority arrangements for the development of new industry land. According to the national "strategic emerging industries key products and related services guide directory", "Made in China 2025", "Internet +" and other national policies to encourage the development of new industries, new forms of policy requirements, localities can be combined with the local actuality, to determine the local focus on the development of new industries, to "first stock, after the incremental" principle, to "first stock, after the incremental" principle. Projects belonging to water resources recycling and water conservation, operation and maintenance of new energy power generation, drainage, power supply, sewage, waste collection, storage, utilization, treatment and communication facilities can be implemented according to the use of public utilities; projects belonging to the next-generation information network industry (except for communication facilities), new information technology services, e-commerce services and other business services can be implemented according to the use of land for commercial services. If the land use of a new industry project is not clear, it can be demonstrated by the urban and rural planning departments at or above the county level in conjunction with the land and resources and other relevant departments, and local standards can be formulated on the basis of the existing national urban land use classification to make it clear, and then implement it after disclosing it to the society.
(C) use a variety of ways to supply land for new industries. New industrial project land in line with the "allocation of land catalog", can be allocated to supply.
