Article 4 People's governments at all levels shall be responsible for the quality of atmospheric environment in their respective administrative areas.

Chapter II Supervision and Management Article 9 The management of pollutant discharge permits shall be implemented in batches and steps according to the catalogue of classified management of pollutant discharge permits formulated and published by the competent department of ecological environment of the State Council. Article 11 In accordance with the principles of territorial management, graded responsibility, clear responsibilities and rights, and comprehensive coverage, establish and improve the four-level supervision network of cities, counties (districts), towns (streets) and villages (communities), clarify the supervision objects, contents, standards and responsible persons, and implement a grid-based supervision mechanism for atmospheric environmental protection. Eleventh city ecological environment department is responsible for the organization of atmospheric environmental quality monitoring and air pollution source supervision and monitoring, establish and improve the atmospheric environmental monitoring network.

Twelfth units that discharge industrial waste gas or toxic and harmful air pollutants shall, in accordance with the relevant provisions of the state and province and monitoring norms, carry out their own monitoring and keep monitoring records.
key pollutant discharge units shall install automatic monitoring equipment for air pollutant discharge in accordance with relevant national, provincial and municipal regulations and monitoring specifications, and connect with the competent department of ecological environment to ensure the normal operation of monitoring equipment, disclose pollutant discharge information according to law, and be responsible for the authenticity and accuracy of automatic monitoring data.
automatic monitoring equipment shall be put into use at the same time as the main project, and shall not be dismantled or left idle without authorization. During the failure of automatic monitoring equipment, key units that discharge air pollutants shall carry out manual monitoring in accordance with the specifications.
the municipal competent department of ecological environment shall, jointly with relevant departments, determine the list of key pollutant discharge units in the city according to law, and make it known to the public through the news media. Article 13 The management institutions of key parks for air pollution prevention and control shall prepare air pollution control plans, improve environmental infrastructure, install an online monitoring system for characteristic pollutants of industrial waste gas, and connect with the monitoring system of the competent department of ecological environment to monitor the emission of pollution sources in the park in real time and give early warning in time.
