Application and approval of rural subsistence allowances
1. application of householder: householders who hold local rural household registration, the annual per capita net income of family members living together is lower than the local rural minimum living standard, and the actual living standard is lower than the local rural minimum living standard, should submit a written application to the township government (including street offices) where their household registration is located, and truthfully provide the following relevant supporting materials and copies:
1, household registration book, resident identity card and proof of marital status.
2. Disability certificate issued by civil affairs department, labor department and disabled persons' federation, and labor ability certificate issued by designated hospital;
3, the employer or the villagers' committee issued by the family members' salary income certificate;
4, issued by the villagers' committee family business income and contract or lease has the right to use or management of cultivated land, forests, water and other means of production quality certificate;
5. Student ID card, admission notice and relevant certificates of the school where the student attends;
6. If the household registration of family members living together is not in one place, provide relevant certificates issued by the local police station and township government;
7. Other supporting materials (employment certificate, retirement certificate, employment status certificate, endowment insurance certificate, medical insurance certificate, unemployment insurance certificate, relevant ruling materials, etc.). )
2. Evaluation of the village committee: entrusted by the township government, the village committee forms a rural minimum living allowance evaluation team composed of village cadres, Baocun cadres in villages and towns, villagers' representatives, Lao party member and other members, which is responsible for the preliminary evaluation and calculation of the applicant's family income and real life, convening a village evaluation team meeting for democratic evaluation, putting forward preliminary opinions, and publicizing the evaluation results for not less than 3 days (the publicity content includes the applicant's family population, the working ability of family members and the annual per capita net income of the family). Meet the prescribed conditions and after publicity, the masses have no objection, send and fill in (rural minimum living allowance application approval form), after the review team leader signed the opinion, together with the relevant certification materials submitted to the township government for review. Do not meet the prescribed conditions, the application and certification materials will be returned to the applicant, do a good job of explanation, after the publicity of the masses have objections, submitted to the township government for review.

Township government audit: The township government sets up a rural minimum living allowance audit committee, which is composed of leaders in charge, civil affairs, finance, statistics, industry and commerce, village party branches and village committee cadres, and is responsible for auditing the application materials submitted by the village committee. When necessary, the review committee can investigate and evaluate the applicant's family income and living standard. If it meets the requirements, the township leaders will sign the audit opinion on the Application and Approval Form for Minimum Living Allowance for Rural Residents, and submit it to the civil affairs department at the county level together with the applicant's relevant certification materials. If it does not meet the prescribed conditions, it will be returned to the village committee and explained to the applicant through the village committee.
4. Examination and approval by the county-level civil affairs department: The county-level civil affairs department determines the date of handling the rural subsistence allowance every year, and completes the examination and approval procedures within 20 working days (excluding the two publicity times) from the date of receiving the applicant's application within the prescribed time limit. Those who meet the prescribed conditions shall be approved in time. If they are not approved to enjoy the rural subsistence allowances, they shall explain the reasons in the Notice of Approval of Rural Subsistence Allowances and serve the application through the township government or the entrusted village committee.
Verb (verb's abbreviation) is publicized and distributed after examination and approval: the county-level civil affairs department will hand over the examination and approval results to the township government or entrust the village committee, and publicize them again in the publicity column of the village committee for not less than 3 days (the publicity content shall be subject to the publicity content of the appraisal results, so as to increase the time for enjoying the rural minimum living allowance after examination and approval, and families will receive the minimum living allowance for one year, etc.). ). If there is any objection, the township government will report the situation to the county-level civil affairs department and re-examine the applicant's family income. The civil affairs department at the county level shall re-perform the examination and approval procedures according to the re-examination, and if necessary, investigate and evaluate the applicant's family income and actual living standard or hire a professional investigation unit to assist in the investigation and evaluation.
In principle, the rural minimum living security fund shall be distributed according to the difference between the annual per capita net income of the applicant's family and the security standard, and may also be distributed in grades according to the degree and category of family difficulties on the basis of checking the applicant's family income.
