Since the outbreak of the epidemic in COVID-19, the whole city has mobilized, responded and taken careful precautions, showing a good trend of continuous improvement in epidemic prevention and control and accelerated recovery of production and living order. As of March 5th, confirmed cases 14 days were cleared, and suspected cases 13 days were cleared. 157 patients were diagnosed, and 152 patients were cured, with a cure rate of 96.8%. However, with the rapid spread of epidemics in many countries, the global epidemic is "high fever". As a transportation hub city, it is facing the severe risk of imported epidemic, and preventing imported epidemic is the top priority of the current epidemic prevention and control work. The prevention and control measures for the epidemic situation of entry personnel are hereby notified as follows:

First, strictly implement the "equal treatment" measures.

The local government treats foreigners, whether China citizens or foreign citizens, equally, and implements epidemic prevention and control measures. Entry methods include direct entry from abroad or transit entry from other cities in China.

Second, strictly implement the "territorial management" measures.

The epidemic prevention and control work of all levels and departments must be cautious from the beginning, and the vigilance, prevention and control requirements and awareness of the epidemic cannot be reduced. It is necessary to adhere to the strategy of strictly preventing imports, optimize the means of prevention and control, comprehensively investigate the entry of overseas personnel into Zhengzhou, and strictly guard against the risks of overseas imports; Villages (residential areas), government agencies, enterprises and institutions, buildings, public places, etc. According to the principle of "who is in charge, who is responsible", we should find, deal with and dispose of the imported epidemic risk at the first time, effectively block the source of infection and cut off the transmission route of the epidemic.

The third is to strictly implement the "joint defense and joint control" measures.

The Social Prevention and Control Department of the Municipal Leading Group for Epidemic Prevention and Control, in conjunction with customs, border inspection, airports, high-speed railway station, railway stations, foreign affairs, health, public security, highways and other departments, set up special classes for joint prevention and control, strengthen information acquisition, and make overall plans for information notification, identity registration, health examination and emergency response. And strict management, strict control, strict defense.

Fourth, strictly implement the "isolated observation" measures.

Anyone who enters Zheng from abroad will stay at home or concentrate on medical observation 14 days. These include:

1, from, staying in or passing through countries with serious epidemic situation, and adopting centralized isolation medical observation measures;

2. Persons from other countries who have entered Zheng and have a fixed residence in Zheng shall be brought into the community prevention and control system, and home isolation measures shall be implemented;

3. If a foreign country enters Zhengzhou and has a stable unit in Zhengzhou, the affiliated enterprises and institutions shall provide places and implement isolation measures;

4. If other countries temporarily come to Zhengzhou for short-term business trips or business activities, they must stay in the reception hotel designated by the government, and the reception unit will implement the first responsibility for epidemic prevention and control;

5. Those who come from other countries and have no fixed residence or unit in Zheng must concentrate on medical observation in hotels designated by the government, and hotels and territories are responsible for the whole process of supervision and management;

6. Personnel from other countries who have stopped in Zhengzhou and found no abnormality after inspection, shall be arranged to stay in the temporary isolation area of the station at the airport, high-speed railway station, railway station and other inspection points, and leave Zhengzhou safely and properly, and notify the epidemic prevention and control institutions at the destination.

Five, strictly implement the "truthfully declare" measures.

Overseas personnel entering Zhengzhou must take the initiative to truthfully declare their health registration and consciously cooperate with the implementation of home or centralized isolation measures. Those who fail to report truthfully and should be isolated in a centralized way, as well as those who violate the regulations on home isolation observation, shall take centralized isolation medical observation measures, and the accommodation expenses arising therefrom shall be borne by themselves. In violation of the relevant provisions of the epidemic prevention and control, resulting in serious consequences, shall be investigated for legal responsibility according to law.
