People's governments at or above the county level can adopt various forms such as franchising, purchasing services and cooperating with social capital to raise funds for the construction and operation of urban drainage and sewage treatment facilities. Chapter II Planning and Construction Article 5 The competent department of urban drainage shall, jointly with the departments of development and reform, urban and rural planning, environmental protection, land and resources, water conservancy, etc., formulate the urban drainage and sewage treatment plan and the special plan for the prevention and control of urban waterlogging within their respective administrative areas, and organize their implementation after being approved by the people's government at the same level, and report them to the competent department at the next higher level for the record.

Article 13 Units and individual industrial and commercial households engaged in industrial, construction, catering and medical activities (hereinafter referred to as drainage households) that discharge sewage into urban drainage networks and their ancillary facilities shall apply to the local urban drainage authorities for permission to discharge sewage into the drainage networks, and meet the conditions stipulated in Article 22 of the Regulations on Urban Drainage and Sewage Treatment. Article 14 A drainage household shall submit the following materials to the competent department of urban drainage for permission to discharge sewage into the drainage pipe network:
(1) an application form;
(2) Relevant materials for the construction of sewage pretreatment facilities according to regulations;
(3) a report on the quality and quantity of drainage water issued by a water quality testing institution with metrological certification qualification within one month before the date of acceptance of the permit application; The drainage households that intend to discharge sewage shall submit the water quality and quantity forecast report;
(4) Drainage households listed in the list of key pollutant discharge units shall provide relevant materials of installed automatic monitoring equipment for discharge of major water pollutants;
(5) The newly-built drainage facilities also need to provide the completion report of the concealed drainage project, the drawings and descriptions of the internal drainage pipe network, special inspection wells, the location and caliber of sewage outfalls and other materials;
(6) other materials as prescribed by laws and regulations.
