Fishing due to special needs such as breeding, scientific research and monitoring shall be carried out in strict accordance with the time, area, species, specifications, quantity and fishing gear approved by the agricultural and rural authorities in the State Council or the municipal agricultural and rural authorities. 4. Fishing is prohibited in the aquatic biological reserve, and recreational fishing can be carried out in other areas where fishing is prohibited, but the relevant provisions of the state and this Municipality shall be observed. Specific measures for the administration of recreational fisheries shall be formulated by the municipal agricultural and rural authorities, and the types, specifications and quantities of fishing areas, fishing seasons, fishing gear, fishing method, bait and catches shall be defined.

Fishing industry associations should strengthen publicity and self-discipline management, guide anglers to abide by laws, regulations and relevant provisions, and conduct civilized fishing and ecological fishing. Five, city, district and county (Autonomous County) people's government shall establish a coordination mechanism, supervision and evaluation mechanism, coordinate and solve major problems in the work of no arrest, and urge the relevant departments to perform their duties of supervision and management according to law.

No fishing is included in the river length system, and the grid management of no fishing areas is strengthened by relying on the management mechanism and supervision power of the river length system. Six, city, district and county (Autonomous County) people's government should strengthen the construction of law enforcement team and law enforcement equipment configuration, set up fishery assistance patrol, strengthen fishery law enforcement and fishery assistance patrol personnel training, improve professional ability, standardize patrol and law enforcement behavior. Nine, people's governments at all levels and their agricultural and rural departments should strengthen the publicity and education of fishing bans, and enhance the sense of responsibility and participation of the whole society in protecting aquatic organisms in the Yangtze River basin.

The news media should publicize the protection of aquatic organisms and prohibit fishing, and supervise by public opinion according to law.

Encourage units and individuals to participate in activities related to the protection of aquatic organisms and the prohibition of fishing according to law. Ten, city, county (Autonomous County) people's government shall establish a reward system for reporting illegal fishing activities, and publish the telephone number and other reporting methods. The relevant departments of cities, counties (autonomous counties) shall promptly investigate, handle and give feedback on the reported matters. Eleven, state organs and their staff in violation of this decision, abuse their powers, neglect their duties, engage in malpractices for selfish ends, by the higher authorities or units shall be ordered to make corrections, the directly responsible person in charge and other directly responsible personnel shall be punished according to law; If a crime is constituted, criminal responsibility shall be investigated according to law. Twelve, in violation of the provisions of this decision, shall be punished in accordance with the following provisions:

(3) If a ship (boat or raft) without its name, number, certificate and port of registry sails or berths in a no-fishing area, it shall be punished by the transportation and maritime departments according to law.

(four) illegal fishing in the fishing area, the competent department of agriculture and rural areas shall be ordered to stop the illegal behavior, confiscate the catch and illegal income; If the circumstances are serious, the fishing gear shall be confiscated and a fine of more than 2,000 yuan from 200 yuan shall be imposed. If there are other provisions in the Law of People's Republic of China (PRC) on the Protection of Wild Animals, those provisions shall prevail.

Violation of other provisions of this decision shall be punished by the relevant departments according to law.

In violation of the provisions of this decision, resulting in the destruction of the ecological environment in the Yangtze River basin, it shall bear the responsibility of repairing, compensating for losses and related expenses according to law.
