Article 2 The term "kitchen waste" as mentioned in these Measures refers to the leftovers and other wastes and waste edible oils produced in food processing, catering service, unit feeding and other activities other than residents' daily life.

The term "waste edible oils and fats" as mentioned in these Measures refers to the floorboard of animal and vegetable oils and various oil-water mixtures that can no longer be eaten, including oils and fats that can no longer be eaten after fried food, oils and fats in kitchen waste, oil-water mixtures and oils and fats produced after separation by oil-water separators and grease traps. Article 3 The generation, transportation, treatment services and related management activities of kitchen waste within the administrative area of this Municipality shall abide by these Measures. Article 4 The municipal administrative department of city appearance and environmental sanitation (hereinafter referred to as the municipal competent department) is responsible for the supervision, management and coordination of the collection, transportation, treatment service and utilization of kitchen waste in the whole city.

The district administrative department of city appearance and environmental sanitation (hereinafter referred to as the district administrative department of city appearance) is specifically responsible for the daily management of kitchen waste collection and transportation services within its jurisdiction. Article 5 The municipal food safety department shall be responsible for the coordination, detection and evaluation of food safety, and organize and coordinate the investigation and handling of major food safety accidents according to law; The quality and technical supervision department is responsible for the supervision and management of the quality and standards of food waste processing products; The municipal administrative department for industry and commerce shall be responsible for the supervision and management of the edible oil market in this Municipality, and establish a traceability system covering the production, packaging, storage, transportation and sales of edible oil to prevent waste edible oil from flowing into the edible oil market; The health department is responsible for the supervision and management of edible oil consumption, and investigate and deal with the behavior of processing all kinds of foods with waste edible oil; The environmental protection department is responsible for the supervision and management of pollution prevention measures of kitchen waste generation and treatment service units; The animal husbandry department is responsible for the supervision of livestock and poultry farms in this Municipality, and it is forbidden to directly raise livestock and poultry by using kitchen waste.

Municipal development and reform, planning, tourism, finance and other relevant departments shall, in accordance with their respective responsibilities, coordinate the implementation of these measures. Article 6 The treatment of kitchen waste shall follow the principles of government leading, unified management, social participation and comprehensive utilization.

Advocate civilized catering methods and encourage the reduction of kitchen waste.

Encourage scientific research and process improvement on the treatment of kitchen waste, and promote the harmless treatment and resource utilization of kitchen waste. Article 7 The Municipal People's Government shall commend and reward the units and individuals that have made remarkable achievements in the reduction and resource utilization of kitchen waste. Article 8 The municipal competent department entrusts a unit with examination and approval conditions to provide unified collection, transportation and treatment services for kitchen waste through bidding. Ninth food processing, catering services, canteens and other kitchen waste generating units have the obligation to pay the kitchen waste transportation and treatment service fees. The service fee for the transportation and treatment of kitchen waste shall be collected and paid with reference to the service fee for the transportation and treatment of urban domestic waste, and the charging standard shall be formulated separately by the municipal competent department in conjunction with the municipal competent price department. Tenth kitchen waste generating units shall comply with the following provisions:

(a) truthfully declare the type and quantity of kitchen waste to the local competent department every quarter;

(two) the classification of kitchen waste and other municipal solid waste, and separate collection and storage;

(III) Unified utilization of kitchen waste The kitchen waste collection and treatment service unit provides a special standard container marked with the words "kitchen waste collection container" for collection. Conditions for applying for the collection and transportation service of kitchen waste:

(1) The applicant is an enterprise legal person registered according to law with a registered capital of not less than 3 million yuan;

(2) Food waste transport vehicles with the function of preventing odor from spreading, spilling and leaking;

(three) a sound technology, quality, safety and monitoring management system and can be effectively implemented;

(4) Having a legal road transport business license and vehicle driving license;

(5) Having a fixed office space and parking places for machinery and equipment and vehicles.

Conditions for applying for kitchen waste treatment service:

(1) The applicant is a legally registered enterprise legal person with a registered capital of not less than 5 million yuan;

(two) the location of the kitchen waste treatment facilities conforms to the urban and rural planning, and has obtained the planning permission documents;

(three) the processing capacity is not less than 100 tons/day;

(4) There shall be at least five personnel with professional and technical titles above junior level, including technical personnel in environmental engineering, machinery and environmental monitoring. The technical person in charge has more than 5 years working experience in kitchen waste treatment service, and has intermediate or above professional and technical titles;

(5) It has a sound management system for process operation, equipment management, environmental monitoring and protection, financial management, safety in production, metrology and statistics, and can effectively implement it;

(six) there are perfect plans for the treatment of wastewater, waste gas, waste residue and other discharge standards;

(seven) there are plans to control pollution and emergencies.

Individuals shall not engage in the collection, transportation and treatment of kitchen waste.
