The term "gas" as mentioned in these Provisions refers to the gas fuel that is used as fuel and meets certain requirements, including natural gas (including coalbed methane), liquefied petroleum gas and artificial gas. Article 3 The people's governments at or above the county level shall strengthen their leadership over gas safety work, establish and improve the gas safety supervision and management system, support the research and popularization of new technologies and equipment, carry out smart gas construction, and raise the awareness of gas safety of the whole people.
Township people's governments and sub-district offices shall assist in the management of gas in their respective areas. Article 4 The gas management departments of the people's governments at or above the county level shall be responsible for the management of urban and rural gas within their respective administrative areas, supervise gas enterprises to carry out household safety inspections, publicize the safe use of gas, and guide gas users to use gas safely.
The market supervision and management department shall strengthen and standardize the product quality supervision and management of gas burning appliances.
The public security organ shall promptly accept and transfer the clues of suspected illegal and criminal cases in the safe use of gas, deal with gas stealing according to law, and conduct daily fire supervision and inspection on communities, property service enterprises or management units within its jurisdiction according to law.
Fire rescue agencies should check the fire safety of non-resident users using gas, and investigate and deal with violations of fire laws and regulations. Article 5 Other relevant departments of the people's governments at or above the county level shall be responsible for the management of gas safety within their respective functions and duties, and supervise and manage the gas safety work in their own industries and fields in accordance with the principles of industry safety management and production and operation safety management. Article 6 Gas enterprises shall be responsible for urban and rural gas supply safety, establish and improve the user service system, and strengthen service guidance and technical support for urban and rural gas use safety. Article 7 Urban and rural gas users shall be responsible for the safety of gas use, abide by the rules for the safe use of gas, fulfill the obligation of safe use, use qualified gas burning appliances and gas equipment, and actively cooperate with gas trading enterprises to install, update, maintain and check the safety of household gas facilities. Eighth people's governments at or above the county level shall optimize the structure of residential gas, gradually promote the replacement of artificial gas with natural gas, and eliminate residential gas in an orderly manner. Article 9 Residential users of pipeline gas shall install self-closing valves for gas in front of the furnace, stainless steel corrugated hoses connecting stoves and gas cookers with automatic flameout protection devices.
Newly built residential users shall be installed in accordance with the provisions of the preceding paragraph, and existing residential users shall be gradually transformed and installed.
Non-resident users of pipeline gas and users of bottled liquefied petroleum gas shall have automatic flameout protection function.
Encourage the use of new technologies, new products and new equipment to ensure the safety of gas users; For special users, such as the elderly and solitary people, we will promote the use of safety devices with functions such as timing and overcurrent cut-off. Article 10 The cost of stainless steel corrugated pipe used for connecting gas self-closing valve and cooker before installation of new residential users of pipeline gas shall be included in the installation cost of gas engineering; The renovation and installation costs of existing resident users shall be borne by the resident users, and the municipal and county-level finance shall give certain financial subsidies. Eleventh gas enterprises should conduct annual household safety inspection of gas facilities of gas users, and provide guidance for users to use gas safely. Community, property service enterprises or management units and relevant units shall provide assistance.
If gas users refuse regular household safety inspection without justifiable reasons, the gas business enterprise may, after being informed in writing, take measures to suspend gas supply or restrict gas purchase in accordance with the agreement, and report to the gas management department. Twelfth gas enterprises found that gas users in violation of the provisions of the safe use of gas or the existence of gas safety hazards, it should put forward written rectification opinions, the deadline to eliminate hidden dangers; Fails to eliminate hidden dangers, gas companies can suspend gas supply, and promptly notify the community, property services companies, management units to assist in urging rectification.
Gas users, communities and property service enterprises shall immediately inform the gas business enterprises if they find hidden dangers in the use of gas, and report to the gas management department, fire rescue institutions of public security organs and other relevant departments and units. Thirteenth people's governments at all levels, relevant administrative departments and gas trading enterprises should publicize and popularize the knowledge of safe gas use through various forms, strengthen the warning education of gas safety, enhance public safety awareness, and improve the safety ability of gas users. Radio, television, newspapers, internet and other media should publicize the safe use of gas for public welfare.
Communities, property service enterprises and management units shall assist professionals in gas business enterprises to provide on-site services for special gas users such as the disabled and the elderly, and take on-site explanations and professors to guide the safe use of gas. Fourteenth gas users and related units and individuals shall not have the following acts:
(a) unauthorized operation of public gas valves;
(two) the gas pipeline as a bearing bracket or grounding lead;
(three) the installation and use of gas burning appliances that do not meet the requirements of gas sources;
(four) unauthorized installation, modification and removal of indoor gas facilities and gas metering devices;
(five) the use and storage of gas in places that do not have safety conditions;
(six) in the installation of gas pipelines, meters, valves and other gas facilities in the room stacked flammable and explosive goods, living and working in the special room of gas facilities, using open flames;
(seven) change the use of gas;
(eight) the safe distance between gas appliances and wires does not meet the standard;
(9) Misappropriation of gas;
(ten) other acts that endanger the safety of gas use.
