The current plan is to relocate and incorporate 54 administrative villages (including the 6 administrative villages in the current township) in the township and neighboring townships***, with a resident population of 94,593 at the end of 2005.

Accordingly, the projected permanent population of the township and the planned relocation and annexation of the township of Junkanoo Township in 2020 is 105,388.
Third, the industrial structure and spatial layout of the Jungang Town area
In combination with the "Tianjin City Master Plan (2005-2020)" and the development strategy of Dongli District, the industrial layout of the Jungang Town area will be formed spatially with the township of Jungang Town as the core (mainly for tertiary industry and residential use), and the urban industrial area (mainly for secondary industry) as the periphery. The core industrial spatial layout of the project area is formed with Jungang Township as the core (mainly for tertiary industry and residence) and the urban industrial zone (mainly for secondary industry) as the periphery.
(I) Primary Industry
The current primary industry in the Jungang City area is dominated by land, but from the perspective of urban development, the primary industry is no longer suitable for the current state of urban development in the area. Therefore, with the development of urbanization in the future, Jungang City area will eventually abolish the primary industry and liberate more laborers to be put into the secondary and tertiary industries.
(II) Secondary Industry
The current situation within the Jungangcheng area has a good foundation for the development of the secondary industry with township and village enterprises as the main carriers, forming an industry dominated by building materials, textiles, medicine, iron and steel logistics and warehousing and transportation. On the basis of the previous industrial analysis, we believe that the building materials, iron and steel logistics and warehousing and transportation industries should be developed as the leading industries in the future. Other industries should be developed according to the law of the market, except for the building materials industry, which is not efficient and occupies too large an area and should not be advocated for development. This plan combines the current Military Grain City Industrial Park in space to reasonably determine the development scale and leading industries.
The total area of the planned Military Grain City Industrial Park is about 304 hectares, with warehousing, logistics, trade and industrial processing as the leading industries, and the construction of warehousing area, logistics and trade area, industrial processing area and office area. The employment population mainly comes from the planning area of Jungang Township, Flawless Street, some villages in the eastern part of Xinli Township and some of the relocated population in Miaoliqiao Township.
(C) Tertiary Industry
The development of the tertiary industry in the Jungang City area starts from a high point, and spatially analyzes that it is mainly concentrated in the Jungang City township. Therefore, the future development of the tertiary industry will still be centered on the central township, and on the basis of serving the peripheral industrial areas as the main body, and taking commerce and service industry as the engine, building a comprehensive service area integrating commerce, service, catering, and recreation and culture, to create the characteristics of the Jungang Township and to attract the population to gather. At the same time, with the improvement of the transportation infrastructure conditions within the military food towns, the development of logistics industry mainly focusing on the distribution of agricultural and sideline products such as grains, vegetables, fruits, etc. in places with conditions, to provide material security for the lives of the residents and industrial development in the local and neighboring areas.
Planning for warehousing and logistics land in the Military Grain City Industrial Park to strengthen the supporting services for the neighboring industrial zones.
Four, Jungang City area road traffic planning
(a) Road status
Beijing-Tianjin-Tanggu Expressway: roadbed width of 22.5 meters, four lanes in both directions.
Jinbin Expressway: roadbed width 26 meters, 4 lanes in both directions.
Jinhan Highway: road width 16 meters, 4 lanes in both directions.
Jintang Highway: roadbed width of 33 meters, cross section of 0.75-3.5-0.5-12-0.5-12

The Jinbin Light Railway passes along the south side of Jintang Road at an elevated level and has an elevated station in the township.

1. External Transportation Planning
According to the Tianjin Urban Master Plan (2005-2020), the main external highways passing through the township of Jungiang consist of "four horizontal and two vertical" main skeletons. The "four horizontal" consists of Jinhan Expressway, Beijing-Tianjin-Tanggu Expressway, Jinbin Expressway and Jintang Expressway, and the "two vertical" consists of Outer Ring Expressway and Hangang Expressway.
Jinhan Expressway: the planned red line control width of 80 meters, two-way 8 lanes.
Beijing-Tianjin-Tanggu Expressway: the planned control width of the red line is 100 meters, with 8 lanes in both directions.
Jinbin Expressway: the planned control red line is 100 meters wide, with 6 lanes in both directions.
Jintang Expressway: the planning control red line is 80 meters wide, with 8 lanes in both directions.
Outer Ring Expressway: planned as an expressway, with a controlled red line width of 100 meters, the planning involves a section for its use with the southern extension of the Jinji-Ji Expressway*** with a passage section.
Hangang Expressway: the planning control red line width of 60 meters, two-way 6 lanes.
2. Railway Planning
Jingshan Railway: It is planned to be the main line of National Railway Grade I, with double lines.
Jinqin High-speed Railway: planned as high-speed railroad, double line.
Beijing-Tianjin-Tanggu Intercity Railway and Jinbao Intercity Railway: planned as an intercity railroad, duplex line, and a station in Jungang City.
Southeast Railway Loop Line: planned as Class I national railway, double line.
Planning to retain the Tianjin Steel Pipe Company, Jungangcheng Power Plant Railway Special Line.
Planning requirements for the railroad Ⅰ main line outside the track outside the middle of each 32 meters, intercity railroads and high-speed railroads outside the outermost track outside the middle of each 50 meters, the railroad line outside the middle of the track outside the middle of the 15-meter range of the railroad control of the land boundaries.
3, intersection planning
Beijing-Tianjin-Tanggu Expressway, Jinbin Expressway, Jin-Tang Expressway, Jin-Han Expressway, Ring Outer Expressway, Han-Hong Kong Expressway intersections are planned for interchanges.
Beijing-Tianjin-Tanggu Expressway, Jinbin Expressway, Jinhan Expressway, Jintang Expressway, Outer Ring Expressway, and Hangang Expressway are all planned to be intersected by railroad bridges.
