1. The mobile dining car cannot apply for a business license because there is no fixed business place, but it can apply for a hygiene license. The process of applying for a health permit is as follows:

(1) The applicant fills in the corresponding application form and submits the application for food hygiene license in the acceptance window;

(2) Submit the materials for handling the food hygiene license and the relevant certificates of the legal representative;

(three) according to the audit results, make a decision to grant administrative license;

(4) food hygiene license examination and approval personnel;

(five) to issue a food hygiene license within ten working days after making the approval decision.

2. Legal basis: Article 27 of the Food Hygiene Law of People's Republic of China (PRC).

Before applying for registration with the administrative department for industry and commerce, food production and marketing enterprises and food vendors must first obtain the hygiene license issued by the administrative department for health. Those who have not obtained the hygiene license shall not engage in food production and business activities.

Food producers and business operators shall not forge, alter or lend hygiene licenses.

Measures for the administration of the issuance of health permits shall be formulated by the health administrative departments of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government.

1. Companies that need to be legally established;

2, must have the necessary property;

3. Must have its own name, organization and place;

4. There are articles of association, which stipulate the registered capital, legal representative and other matters;

5. Have a definite business scope.
