1, episode 1, in the 1931s, bandits were rampant and there were many cigarette houses in Gaomi County, Shandong Province, and the people were in poverty. On his first day in office, he was assassinated by the local gangster "Flower Neck", and Zhu Haosan issued the first decree on the spot: to suppress bandits. Dai Jiulian (Jiu-Er), the daughter of Dai Laosan, a ruined landlord in Ping 'an Town, the northeast township of Gaomi, and Zhang Junjie, the son of Zhang Jichang, president of Gaomi County Chamber of Commerce and Industry, were childhood friends. Junjie returned from studying in Qingdao and immediately went to find his sweetheart Jiu-Er. Dai Laosan was addicted to smoking and gambling.
