All owners of service units equipped with elevators shall fully negotiate, reach an agreement and sign a written agreement on matters such as elevator installation location, elevator type, financing, elevator operation management and maintenance cost sharing, and new elevator operation subject, and at the same time determine the construction implementation subject, and clarify the responsibilities of the project leader or the entrusting unit. The signing process of the agreement needs to be witnessed by the township, street judicial office or relevant responsible personnel.
Survey and design. The implementer shall entrust the original architectural design unit or an architectural design unit with architectural design qualification to carry out special design. The installation of elevators shall be carried out within the scope of land ownership, and the design scheme shall conform to the provisions of sunshine, earthquake resistance, structural safety, fire safety, environmental protection, emergency rescue and elevators and other relevant standards and safety technical specifications. Before the design, survey the house to ensure the structural safety and reserve the fire lane. The design scheme needs to be approved by the fire department. The implementation of the design scheme affects or changes water supply, drainage, gas supply, heat supply, power supply, communication, fire protection, civil air defense, lightning protection and other facilities. , should first seek the opinions of the relevant property units, and implement in the design scheme or construction drawing. The implementation unit shall bear all the relocation expenses and procedures, and the relevant administrative departments shall actively support and help. Special design and construction drawings shall be reported to the construction drawing review institution of the county and district construction departments for the record, and the construction drawing review certificate shall be obtained. If the elevator installation project cannot be implemented due to the design scheme, or a safety accident is caused, the architectural design unit shall bear the corresponding responsibility.
Publicity. The owner's representative or the implementation subject shall apply to the sub-district office of the jurisdiction for publicity. Sub-district offices will publicize the agreement that the owners of this unit agree to install elevators, the certification materials and design scheme that two-thirds of the owners of this building agree, etc. in obvious positions such as doorways of all units of this building, community bulletin boards, etc. for not less than seven working days. During the publicity period, if the interested parties who may be affected by the installation of elevators have no written objection to the registration of real-name registration system, they shall be sealed by the sub-district office for the record; If no agreement can be reached, it will not be sealed for the record.
Planning and construction permit. The implementer shall apply to the competent department of urban and rural planning administration for planning permission with the existing residential land ownership map, elevator design and construction drawing and general plan, construction review certificate, house inspection and appraisal report, sunshine analysis report, territorial expropriation department and scheme description that have not been included in the recent house expropriation scope, and publicity certificate signed by the street office. If it meets the regulatory detailed planning, the construction project planning permit shall be issued. After determining the civil construction and elevator installation enterprises with corresponding qualifications, the implementer shall review the construction drawings and apply for construction permits in accordance with the provisions of the People's Republic of China (PRC) Construction Law, the Measures for the Administration of Construction Permits and the Guiding Opinions of the Provincial Department of Housing and Urban-Rural Development on Installing Elevators in Existing Houses in the Province. The elevator installation unit shall handle the construction notice in accordance with the relevant provisions of the Law of the People's Republic of China on Safety of Special Equipment and apply for supervision and inspection of elevator installation.
Completion acceptance. The implementer shall take overall responsibility for the safety production in the process of installing elevators in existing houses. After the completion of the project, it shall be declared by the implementing entity, and the competent department of urban construction under its jurisdiction shall assist in organizing the completion acceptance. After the planning verification, the completion acceptance record will be handled directly, and the implementation subject will hand over the relevant information to the Municipal Urban Construction Archives.
