Summary of Food Safety Office's Work

Since the beginning of the year, the municipal party committee and the municipal government have held many special meetings on food safety in the whole city to deploy the key tasks and indicators of food safety. Over the past year, the Food Safety Office has taken the lead in coordinating all members of the Food Safety Committee, strengthening measures, scientific supervision and strict rectification, and comprehensively promoting the steady development and overall improvement of food safety in the city. The specific work is summarized and reported as follows:

(1) Give full play to the comprehensive coordination function and fully promote food safety.

first, strengthen leadership and fully implement the creation of food safety.

in * *, our city launched five projects to create a city, including grain and oil, vegetables, meat products, bean products and aquatic products. The Food Safety Office takes the lead in establishing food safety demonstration townships (towns), demonstration farmers' markets, demonstration enterprises, demonstration restaurants (streets) and demonstration agricultural and animal husbandry communities. Over the past year, various regulatory authorities have stepped up law enforcement, struck hard, and firmly built a food safety defense line of "prevention first, combining prevention with fighting". All towns and offices, combined with the actual situation in their jurisdictions, actively implemented various demonstration creation work. Up to now, the provinces and municipalities have conducted 14 sampling inspections on the quality of grain, oil, vegetables, meat products, bean products and aquatic products in our city, and * * * sampled 1**2 samples, and all the test results were qualified. Other basic work has reached the assessment standard of creating a food safety city in the province. At the same time, the city's food safety work as the key content of people's livelihood projects into the government performance appraisal, the implementation of food safety "one vote veto" system.

second, pay close attention to implementation, strengthen rectification, and fight the "111-day action" on food safety.

Over the past year, the Food Safety Office has led various regulatory departments to carry out 1* * special rectification actions around the campus, meat products, aquatic products, grain and oil, dairy products, etc., and carried out 9 special rectification actions for holidays and seasonal foods, making every effort to fight the "111-day action" of food safety. All regulatory authorities have effectively intensified the investigation of hidden dangers and special rectification efforts, and severely cracked down on all kinds of food safety violations. Up to now, the city has inspected * * households of food production and operation enterprises, and imposed administrative penalties on 113 households with food safety problems. 127 cases of food violations were investigated, with a case value of * * million, a fine of 388. * * million yuan, and 128 kilograms of unqualified food were seized, which effectively cracked down on food safety violations and protected people's food safety.

third, actively implement and improve the construction of food safety supervision and guarantee system.

in mid-April, the food safety supervision and reporting (rapid detection) center in * * city was established, and seven urban rapid inspection rooms and 15 township (town) offices were built, and all 34 food safety rapid inspection staff were on duty, and the food safety rapid inspection and reporting work in the whole city was fully started. Up to now, the center and 22 testing rooms have tested * * testing sites in the city, and * * * sampled * * batches of 1893 varieties, with a qualified rate of 98.74%. 91 unqualified products of * * kinds have been removed from the shelves according to law. All the test data are synchronously entered into the Jilin Province food safety rapid detection and supervision platform, so that the city's food safety detection information can be enjoyed on the network. The construction of quick inspection station (room) in our city has always been in the forefront of provinces and cities, and the work of office software and hardware, detection task volume and detection data submission has been well received by provinces and cities for many times. In particular, the work of quick inspection system, quick inspection documents and uniform equipment of quick inspection work licenses has become a sample for brother counties and cities to learn, and Yushu and Dehui Food Safety Office have come to visit and study.

fourth, strengthen duty, improve emergency response and standardize the handling of reported cases.

First, strengthen the duty, improve the emergency material reserve, and ensure the smooth communication and information channels for 24 hours. Further improve the city's "Emergency Plan for Food Safety Accidents" and "Operation Manual" and distribute them to all departments. The city has set up an emergency team of 557 people to strive to improve emergency response and disposal capabilities.

the second is to standardize the handling of reports. The city's unified food safety reporting hotline 82312315 was opened as a platform to fully accept the consultation, complaint and reporting of food safety in the region. Up to now, the reporting center has accepted 1 cases, 1 emergency cases and more than 111 consultation events. At the same time, the working materials for the "4.19" major grant application have been reported to the province, which has been praised as "textbook" application materials by the provincial office, and the relevant examination and approval procedures are in progress.

Fifth, strengthen publicity, actively train, and effectively create a good public opinion atmosphere.

First, a 48-person information publicity team was set up to build a sunshine information platform. Up to now, more than 311 pieces of information have been submitted to provinces and cities, ranking first in the province.

Second, more than 41 news articles were published in New * *, Daily * *, Evening News * *, and Provincial Food Safety News.

thirdly, in the program "Express of People's Feelings" of * * TV station, a column of "Enter every household safely, be happy with you, me and him" was set up, which made the food safety publicity work normalized. The opening of this column is a precedent for the publicity of food safety normalization in counties and cities in the province.

fourthly, it hosted nine issues of Food Safety Bulletin * * * and issued more than 451 copies, widely publicized the typical experiences and practices of food safety work in the city, and improved the audience rate and awareness rate of food safety knowledge in the city.

Fifth, a five-day food safety business training course was held at the beginning of the year, and two responsible comrades in charge of food safety in all towns and markets (supermarkets) in the city were trained. This centralized mode of training has been fully supported and recognized by the provincial office, and more than 11 experts and teachers have been sent to give lectures on the spot for free. At the same time, industry and commerce, food and drug administration, animal husbandry and other regulatory authorities have held more than 31 training courses, and trained more than 11,111 law enforcement personnel and regulatory targets respectively.

(2) Difficulties in work

At present, although the food safety situation closely related to the people has improved, some weak links still exist, and the food quality and safety situation is still not optimistic. The main difficulties are as follows:

First, there is a dead end in safety supervision.

First, it is difficult to supervise the quality and safety of livestock and poultry products. The quality and safety supervision of livestock and poultry aquatic products has many points, a wide range and heavy tasks, and the supervision power is relatively weak. The distributors of aquaculture inputs and producers of livestock and poultry aquatic products do not cooperate enough with the supervision work.

second, the problem of "low, small and scattered" is prominent, and it is difficult to supervise. Food production and processing enterprises are large in quantity, wide in scope, low in scientific and technological content, small in scale and scattered in distribution. The vast majority of food production and processing enterprises have outdated production equipment, random working hours and methods, and great mobility, and there are always hidden dangers in food quality and safety.

Third, temporary stalls such as vendors around the school and downtown areas. Most of the food in these stalls is made by small family workshops, with complex food ingredients and no reliable food hygiene standards and safety guarantee system. The fourth is street food stalls. Barbecues, snacks and food stalls are very prosperous in the streets of the city at night in summer, but the sanitary conditions and facilities necessary for food safety are difficult to meet the standard requirements, not to mention the decontamination of tableware, utensils and tools in the lowest line and the health status of employees. Of course, it is difficult for the owners to operate without a license, and there are great security risks. Fifth, it is difficult to supervise agricultural primary products. It is difficult to effectively supervise the residues of pesticides and fertilizers in the agricultural products and vegetables produced by farmers in our city and a large number of vegetables in Waifu, and there are great security risks.

second, the detection system is not perfect

first, the detection resources need to be further integrated. This year, the agricultural products testing center of our city has integrated some resources, but it has not involved the whole chain system of food supervision. The food safety rapid testing center and 22 rapid testing rooms established at the beginning of the year have certain testing functions, but they are not qualified for testing and certification. The testing data can only be used as a preliminary basis, and subsequent re-inspection needs to be sent to provincial and municipal testing institutions for confirmation, which affects the timeliness of investigation and punishment.

Second, the inspection cost is high. The inspection cost of a commodity is often hundreds or thousands, which is difficult for the county-level regulatory authorities to bear.

Third, there are many kinds of goods, so we can't do comprehensive inspection, and only focus on spot checks, which makes food safety problems easy to miss.

(III) Problems

First, the reform of the national and provincial food and drug supervision system has been basically completed, and the reform is still in the transitional period below the city level. The original work system remains unchanged, the upper and lower management systems are not matched, and the work connection is not smooth, especially in some departments involved in functional adjustment at the county level, which has caused the staff of relevant supervision departments to be slack, which is not conducive to the in-depth and detailed development of supervision work.

Second, the construction of food supervision system at the city, township and village levels needs to be further strengthened, and the food safety organizations in townships and offices need to be strengthened, and the safeguard measures such as personnel, facilities and funds need to be strengthened urgently.

Third, the food safety supervision and reporting (rapid detection) center in * * city has no organization and staffing, and professional and technical backbone personnel can't get in at all. At present, the staff in public welfare posts lack stability and long-term mechanism due to the nature of their posts, wages and other reasons.

Fourth, the funds for large-scale food safety-related business knowledge training, emergency drills and employees' food safety knowledge training are insufficient, which requires the financial department to further increase investment.
