Faced with the uncertainty of the spread of the new crown epidemic, the Beijing Organizing Committee for the Winter Olympic Games has established a consultative working mechanism with the IOC, communicated closely with all stakeholders, and, in the spirit of taking a highly responsible attitude towards the lives and health of athletes, the Olympic family and all other stakeholders, has always been adamant about the bottom line of safety and has put the prevention and control of epidemics in the forefront in order to achieve the goal of running the Games safely and on schedule. In cooperation with the International Olympic Committee (IOC), the IOC will continue to work closely with the athletes and other stakeholders to ensure the safety of the Games. After studying and discussing with the IOC and IPC***, we have decided to clarify several key issues of concern to the stakeholders:
1, about the vaccination policy?
Implement a strict vaccination policy. Beijing 2022 Winter Olympics and Winter Paralympics athletes participating in the vaccination "should be connected as much as possible". Other people will be subject to a "two-for-one" policy, i.e., those who have completed a full vaccination program 14 days before coming to China will enter closed-loop management directly after entering the country; those who have not been vaccinated or who have not completed a full vaccination program will be subject to 21 days of centralized isolation and observation after entering the country. All vaccines endorsed by the World Health Organization or relevant international organizations, or officially approved by relevant countries/regions are recognized.?
2. About the closed-loop management policy during the race?
From January 23, 2022 to the end of the Winter Paralympic Games, closed-loop management will be implemented to ensure the safe organization of the Games. The closed-loop management covers arrival and departure, transportation, accommodation, food and beverage, competitions, opening and closing ceremonies and all other venues related to the Winter Olympics. Within the Closed Loop, Participants will only be allowed to move between Winter Olympic venues to participate in activities related to their training, competition and work. A dedicated Winter Olympics transportation system will be used within the Closed Circle.?
3. About the spectator policy?
In view of the fact that the current global situation regarding the prevention and control of the new Crown Pneumonia outbreak remains serious and complex, and in order to prevent the possible spread of the new Crown Pneumonia outbreak and to ensure the safety of all parties involved in the competition, it has been decided that tickets will not be sold to spectators from outside the country, and that only those spectators who comply with the requirements related to the prevention and control of the epidemic within the country will be sold tickets. The specific epidemic prevention and control requirements and the specific arrangements for ticketing are being studied and developed, and will be released to the public in due course after they are finalized.
4, about the policy of registered guests?
The Beijing Organizing Committee for the Winter Olympics and the IOC are evaluating and optimizing all activities to implement the principle of not coming to China unless necessary. This principle will also be applied by all stakeholders in organizing tours and conducting work programs. In line with this principle, the IOC Executive Board has decided to eliminate the guest registration category for all stakeholders.
5. Regarding the Accommodation Policy?
Except for the athletes and some accompanying officials who will stay in the Winter Olympic Village, all registered persons will stay in the hotels contracted by the Beijing Organizing Committee for the Winter Olympic Games (BOCOG), complying with the requirements of epidemic prevention and control for the Beijing Winter Olympic Games.
6, about nucleic acid testing?
All domestic and international Winter Olympic participants and staff entering the closed loop will undergo daily nucleic acid testing.?
In addition, the Beijing Organizing Committee for the Winter Olympics will provide assistance to Winter Olympic stakeholders who are unable to independently book flights before or during the Games.?
