The people's governments of counties (cities, districts) and the main members of the Municipal Food Safety Committee shall carry out comprehensive evaluation and assessment of food safety, implement the responsibility of food safety supervision, and form a responsibility system for food safety at the first level and at the first level. The food safety supervision department shall establish the supervision responsibility system, delimit the supervision responsibility area, and implement the person responsible for supervision, so as to make the responsibilities clear, carry out their duties and responsibilities.

Second, the food quality market access of meat products, yellow wine, tea and other products has been basically completed in the production process. Third, on the basis of strict commodity market access, the circulation link takes the construction of "three networks" as the carrier to ensure the safety of rural consumption. The fourth is to implement the "small catering project" in the consumption link, strengthen the supervision and management of food safety in schools, strengthen the supervision and management of canteens in construction sites, and implement the registration and filing system for rural family banquets.
Four, establish and improve the food safety monitoring system. First, on the basis of Shaoxing Quality and Technical Supervision and Inspection Institute, we invested funds to build a national yellow rice wine product quality inspection center to improve the product quality inspection ability and level. Second, a "four-in-one" testing system of food testing center, market testing point, mobile testing vehicle and rapid testing box was established in the circulation field of the whole city, which provided technical support for food quality and safety testing in farmers' markets and shopping malls and enhanced the pertinence and effectiveness of testing. Third, the quality and safety inspection system for agricultural products has been gradually improved, basically forming a complementary quality and safety inspection system for agricultural products, which combines routine inspection with rapid inspection.
Five, establish and improve the rapid and efficient food safety emergency system. The city has initially established a food safety emergency system with unified command, reasonable combination, sensitive response, efficient operation and strong guarantee. Further implement the overall responsibility of local governments for food safety, strengthen the function of food and drug supervision system to organize and handle major food safety accidents according to law, promote the transformation of emergency system from paper-based plan to actual combat capability, and enhance the actual response capability of city and county governments and relevant departments in the face of major food safety accidents.
