The Notice requires that civil service organizations and food operators obtain a food business license or record before carrying out food business activities in accordance with the law, and comply with the relevant national standards and norms for food safety; to be equipped with a food safety director, food safety officer and other food safety management personnel in accordance with the law, and clear job responsibilities; civil service organizations should be a good contractor, commissioned operators and food units The civil service institutions should keep the contractors, entrusted operators and food supply units selection, quality, random appearance of the food provided, temperature and other inspections and necessary tests, sample records; food operators should strictly implement the food safety code of practice for food service, timely food ingredients that do not meet the food safety standards, "clearance", in accordance with the provisions of the bulk of the food ingredients, processing and production environment, finished products and other inspection, tableware, drinking utensils cleaning and disinfection.
