Article 2 These Measures shall apply to the installation of outdoor advertisements and signboards in downtown areas and related management activities. Article 3 The term "outdoor advertising" as mentioned in these Measures refers to the act of setting up outdoor display boards, light boxes, neon lights, electronic display screens, public information columns or physical modeling facilities to publish commercial advertisements and public service advertisements by using urban spaces such as buildings (structures) and outdoor venues and vehicles.

township people's governments and sub-district offices are responsible for the daily management, supervision and inspection of outdoor advertisements and signboards in their respective jurisdictions according to law. Article 6 Any unit or individual has the right to complain and report the illegal installation of outdoor advertising and signboard facilities. Urban management law enforcement departments and relevant units shall accept the case according to law and feed back the results. Article 7 Encourage and support public service advertising activities, spread socialist core values, carry forward the excellent traditional culture of the Chinese nation, and advocate civilized fashion. Chapter II Planning and Standardization Article 8 The municipal urban management law enforcement department shall, jointly with the municipal departments of natural resources and planning, housing and urban and rural construction, transportation, public security, market supervision and management, prepare a special plan for outdoor advertising, which shall be promulgated and implemented after being approved by the Municipal People's Government.
the special planning for outdoor advertising should conform to the national spatial planning and urban characteristics and features, clarify the requirements for outdoor advertising in different regions, and rationally plan appropriate public service advertising spaces and public information columns. Article 9 When preparing a special plan for outdoor advertising, opinions of relevant units, industry associations, experts and different interest groups shall be solicited by means of symposiums, demonstration meetings and hearings.
The draft special plan for outdoor advertising should be publicly solicited for comments through the portal website of Jingzhou Municipal People's Government for at least 31 days. Tenth outdoor advertising special planning after approval, shall not be changed without authorization; If it is really necessary to change, it shall be handled according to the original approval procedures. Article 11 The establishment of outdoor advertisements shall comply with the following provisions:
(1) It shall conform to the special planning for outdoor advertisements and the technical standards and specifications of the Ministry of Housing and Urban-Rural Development, such as the Technical Standards for Urban Outdoor Advertisements and Signboards;
(2) It shall be set up within the prescribed time limit according to the approved location, quantity, carrier, specifications, structure and safety requirements;
(3) indicate the setting license number, the name of the setting person and the setting license period (except for neon advertisements) in a conspicuous position at the lower right of outdoor advertisements;
(4) the volume, shape, color and style are in harmony with the surrounding environment, and meet the requirements of city appearance and historical and cultural protection and management;
(5) The content complies with the Advertising Law of the People's Republic of China and relevant laws and regulations;
(6) meet the requirements of energy conservation and ecological environment protection, and avoid endangering public safety and causing adverse effects such as noise pollution and light pollution;
(7) meeting the lighting, ventilation and fire safety requirements of buildings (structures);
(8) it does not affect the traffic safety of vehicles and pedestrians;
(9) Other provisions of laws, regulations and rules on outdoor advertising. Article 12 Where a motor vehicle is used to publish body advertisements and change the color of the body, the owner of the motor vehicle shall apply to the traffic administrative department of the public security organ for registration of change in accordance with the Regulations for the Implementation of the Road Traffic Safety Law of the People's Republic of China. Article 13 Outdoor advertisements are prohibited under any of the following circumstances:
(1) In the building control zones of state organs, cultural relics protection units, scenic spots, primary and secondary schools and kindergartens (except as otherwise provided by laws, regulations and rules);
(2) using traffic safety facilities and traffic signs;
(3) using the roofs, balconies and windows of buildings on both sides of main streets in cities and buildings facing the street in key areas;
(4) using illegal buildings (structures) or dangerous buildings, or setting them up may endanger the safety of buildings (structures) and facilities;
(5) using street trees, landscape-penetrating fences or obstructing road protection green space and public greening;
(6) affecting the use of municipal public facilities, traffic safety facilities, traffic signs, fire-fighting facilities and fire safety signs;
(7) affecting the flood control and navigation safety of rivers, lakes and dams;
(8) obstructing production or people's life and damaging the appearance of the city;
(9) Other circumstances stipulated by laws, regulations and rules and the Municipal People's Government.
