Article 3 The management of city appearance and environmental sanitation shall follow the principles of unified leadership, graded management, public participation, social supervision and the combination of education and punishment. Article 4 People's governments at all levels and their departments of city appearance and environmental sanitation, radio and television, press and publication, education, culture, health, gardens, etc. shall strengthen the publicity and education of city appearance and environmental sanitation, and constantly improve citizens' awareness of city appearance and environmental sanitation. Article 5 The municipal competent department of city appearance and environmental sanitation shall be responsible for the management of city appearance and environmental sanitation, and the daily management of environmental sanitation shall be the responsibility of the municipal environmental sanitation management institution to which it belongs.

People's governments at all levels shall commend and reward units and individuals that have made outstanding achievements in city appearance and environmental sanitation. Chapter II Responsibility of City Appearance and Environmental Sanitation Article 9 The management of city appearance and environmental sanitation shall implement the target responsibility assessment system. (3) Bridges, tunnels, light rail, expressway, urban expressways and railways shall be the responsibility of the management units;
(4) airports, railway stations, bus stations, ports, wharves and places such as culture, sports, entertainment, sightseeing, parks, green spaces, etc. shall be in the charge of the business management units;
(5) Aircraft, trains, cars, cable cars, ships and other means of transportation shall be the responsibility of the management;
(6) organs, organizations, armed forces, enterprises and institutions are in charge of this unit;
(7) Neighborhood offices or environmental sanitation management units are responsible for communities, back streets, side slopes and pedestrian walkways. Property management has been implemented, and the property management unit is responsible for it;
(8) bazaars, exhibition and sales places, shopping malls and restaurants shall be the responsibility of the business management units;
(9) The construction site shall be the responsibility of the construction unit, and the land use right unit shall be responsible for renovating the land and the land to be built;
(11) The public toilets, garbage transfer stations and other public sanitation facilities are in the charge of the environmental sanitation management unit. Article 12 The responsible units of the water area's city appearance and environmental sanitation responsibility area are specifically divided according to the following provisions:
(1) The municipal or district/county (autonomous county) environmental sanitation management unit is responsible for the public * * * waters, beaches and bank slopes of rivers;
(2) The operating units shall be responsible for the waters within the operation scope of ports and passenger and cargo terminals;
(3) The operators or owners of facilities shall be responsible for the waters where various facilities along rivers are located;
(4) The ship operators or owners shall be responsible for the collection, transportation and treatment of garbage, excrement and sewage on various ships. Article 13 If the responsibilities of the urban-rural fringe or the border areas under administrative jurisdiction are unclear, and there are disputes about the determination of the responsible units, they shall be determined by the competent department of city appearance and environmental sanitation of the people's government at the next higher level. Article 14 Responsibility requirements of the city appearance and environmental sanitation responsibility area:
(1) The city appearance is orderly, and there are no acts such as setting up stalls, building structures, piling up, hanging in the sun, posting, scribbling or portraying;
(2) The environment is clean and tidy, and there is no exposed garbage, muck, feces and sewage, and there is no breeding ground for mosquitoes and flies;
(3) set up environmental sanitation facilities according to regulations and keep them clean and in good condition;
(4) There is no obvious accumulation of floating objects in the waters.
