Article 15: Before a public gathering place is put into use or put into business, the construction unit or the user unit shall apply to the fire department of the public security organ of the local people's government at or above the county level where the place is located for fire safety inspection. The fire control institution of the public security organ shall, within ten working days from the date of accepting the application, conduct fire safety inspection on the place according to the technical standards and management regulations on fire control. Article 39 The following units shall set up full-time fire brigades to undertake the fire fighting work of their own units:

(1) Large nuclear facilities, large power plants, civil airports and major ports;

(3) large warehouses and bases for storing important combustible materials;

(4) other large enterprises with greater fire risk and far away from the public security fire brigade other than those specified in items 1, 2 and 3;

(5) management units of ancient buildings which are far away from the public security fire brigade and listed as national key cultural relics protection units.

Article 58 Whoever, in violation of the provisions of this Law, commits any of the following acts shall be ordered to stop construction, stop using it or stop production or business, and shall be fined between 31,111 yuan and 311,111 yuan:

(1) Construction projects that should be audited by the fire control institutions of public security organs according to law, which are not audited according to law or fail to pass the audit, are started without authorization;

(2) the fire control design is unqualified by the fire control institution of the public security organ according to law, and the construction is not stopped;

(3) a construction project that should be subject to fire control acceptance according to law is put into use without fire control acceptance or unqualified fire control acceptance;

(4) after the construction project is put into use, the fire department of the public security organ fails to pass the spot check according to law and does not stop using it;

(5) public gathering places are put into use or business without fire safety inspection or failing to meet fire safety requirements after inspection.
