Article 1 In order to improve the charging system of municipal solid waste treatment in our city, speed up the harmless, resource-saving and reduced treatment of municipal solid waste, and improve the quality of urban ecological environment, according to the Law of People's Republic of China (PRC) on the Prevention and Control of Environmental Pollution by Solid Waste, the Notice of the State Planning Commission and the Ministry of Finance, the Opinions of the Ministry of Construction and the State Environmental Protection Administration on Implementing the Charging System of Municipal Solid Waste Treatment to Promote the Industrialization of Garbage Treatment (J.J. [2002] No.872) and "Urban"

Article 2 The term "municipal solid waste" as mentioned in these Measures refers to the solid waste (excluding construction waste, industrial solid waste and hazardous waste) generated by the urban population in their daily life or activities providing services for urban daily life, and the solid waste identified as municipal solid waste by laws and administrative regulations. Municipal solid waste treatment costs are used to compensate for the collection, transportation and disposal costs arising from the harmless centralized treatment of municipal solid waste.

Article 3 In accordance with the principle of "polluter pays", organs, institutions, military units, social organizations, schools, enterprises (including provincial units, foreign units stationed in Xu, all kinds of enterprises, hereinafter referred to as "units"), urban residents (including permanent residents and temporary residents, hereinafter referred to as "households") and individual industrial and commercial households within the urban area of this Municipality shall pay the municipal solid waste disposal fee.

Fourth city garbage disposal fees belong to administrative fees, collected by the municipal administrative department of city appearance and environmental sanitation. The charging standard shall be approved by the Municipal Price Bureau jointly with the Municipal Finance Bureau and the municipal administrative department of city appearance and environmental sanitation, implemented after being approved by the municipal government, and submitted to the provincial price, finance and construction (sanitation) departments for the record.

Article 5 The collection of municipal solid waste treatment fees shall follow the principles of simplicity, effectiveness and easy operation, and different charging methods shall be adopted according to different charging objects. Municipal solid waste disposal fees can be levied on a monthly basis or at one time. The specific charging standard is:

(a) household pricing quota collection, according to the standard of 4 yuan per household per month, borne by the households. For the tenants who have implemented property management, the property management enterprise shall be responsible for the environmental sanitation work in the area of responsibility, and transport the domestic garbage to the garbage transfer station designated by the city appearance and environmental sanitation department in the area under its jurisdiction, and the relevant municipal departments shall implement measurement compensation according to the amount of garbage transported by the property management enterprise. Property management companies should make appropriate adjustments to the current property charging standards according to the compensation collected (or the owners' committee decides its use). Carry out pilot projects of sorting and bagging domestic waste in mature residential areas, and reward those who have achieved obvious results by "collecting first and then returning" in the collection of domestic waste treatment fees.

(two) according to the unit to participate in the basic medical insurance for urban workers, the number of employees is fixed, and the standard of 3 yuan per person per month is borne by the unit; Students in colleges and vocational education schools are charged according to the standard of 1.5 yuan per person per month, which shall be borne by the unit.

(three) individual industrial and commercial households according to the number of employees, according to the standard of 3 yuan per person per month, borne by individual industrial and commercial households.

(four) the construction unit shall collect four ten thousandths of the total cost of the contracted project, which shall be borne by the construction unit.

(5) Some industry charges:

1. According to the actual number of beds in hotels and guest houses, 6 yuan will be charged for each bed every month, and catering, sauna and entertainment will be charged separately according to the corresponding standards, which will be borne by the operators.

2 catering, sauna, dance halls, beauty salons and other related catering and entertainment industries are charged according to the operating area per square meter 1 yuan per month, which shall be borne by the operators.

3. Farmers' markets and professional markets and long-distance bus stations (state-owned, social) that have not been registered for tax are charged according to the actual amount of garbage generated per ton in 40 yuan, which shall be borne by the host or management unit.

4. Garbage generated from home decoration and house repair shall be collected according to the standard of building area per square meter 1 yuan, and shall be borne by the households.

Article 6 The municipal administrative department of city appearance and environmental sanitation shall, in accordance with the principles of improving the collection rate, reducing the cost of fees and facilitating payment, entrust an institution with public management or social service functions to collect fees, and sign an agreement on entrusted fees. Specifically:

(a) households using tap water are charged by urban water supply enterprises in the era when households pay water charges.

(two) the state organs and institutions that belong to the scope of municipal and district financial allocations shall be collected by the municipal and district financial departments, and the rest units shall be collected by the Municipal Local Taxation Bureau when they pay the basic medical insurance premiums for urban workers.

(three) registered individual industrial and commercial households in the declaration of tax reduction or exemption, the Municipal Local Taxation Bureau on behalf of.

(four) the construction unit in the era of construction permits levied by the Municipal Urban and Rural Construction Bureau. The construction units within the scope of Xuzhou Economic and Technological Development Zone and New Town shall be levied by Xuzhou Economic and Technological Development Zone and New Town Management Committee respectively. For the construction unit that did not apply for (or did not apply for) the construction permit, the Municipal Local Taxation Bureau levied it in the era when it issued the business tax invoice.

(five) students in colleges and universities, vocational education schools, some industries, households not included in the tap water charging system and unregistered individual industrial and commercial households are collected by the government of the jurisdiction.

(six) other units and individuals not included shall be determined by the municipal competent department of city appearance and environmental sanitation according to the actual situation, and shall be implemented after being approved by the municipal government.

Seventh levy units can extract 4% of the handling fee from the municipal solid waste disposal fee.

Eighth of the Federation of trade unions, civil affairs departments identified poor households, low-income groups and other poor people in society, to take the "first levy and then return" approach, exempt from urban living garbage disposal fees. For enterprises founded by college students who hold college students' business licenses, the method of "collecting first and returning later" is adopted, and the municipal solid waste disposal fee for three years is exempted. Households whose cumulative water consumption has not reached 5 tons are exempt from the municipal solid waste treatment fee.

Ninth city life garbage disposal fee collection and management:

(a) the municipal competent department of city appearance and environmental sanitation shall apply to the municipal price department for a license fee, and sign a power of attorney with the entrusted collection unit. Collection units shall not expand the scope of fees and raise the standard of fees, and it is strictly forbidden to reduce or waive fees at will.

(II) The funds collected from the municipal solid waste treatment fee shall be paid in full into the municipal financial special account, and two lines of revenue and expenditure shall be strictly implemented, and no department or unit may intercept, misuse or misappropriate them.

(three) the collection of municipal solid waste disposal fees earmarked for the collection, transportation and disposal of municipal solid waste. The actual municipal solid waste treatment fee is partly used to pay the disposal expenses such as garbage incineration and landfill, and the other part is regularly allocated to the municipal solid waste collection and transportation departments by the municipal solid waste sanitation department according to the proportion of garbage sent to the garbage treatment plants in each district.

(IV) Municipal finance, auditing, supervision, price, city appearance and environmental sanitation departments should strengthen the supervision and inspection of the collection, management, use and use of financial bills for garbage disposal fees according to law, and ensure earmarking. Independent charging items in violation of regulations, raising charging standards, expanding charging scope, repeated charging, arbitrary reduction and exemption, arbitrary interception and misappropriation, etc. And severely punished according to relevant regulations.

(five) paid services entrusted by units and individuals to environmental sanitation operation units shall be managed as operating service charges, and the specific standards shall be approved by the municipal price department in accordance with the principle of reasonable compensation for costs and appropriate profits.

Article 10 The municipal competent department of city appearance and environmental sanitation shall, jointly with the municipal department of price and finance, establish a system of regular statistics and announcements on the collection and use of municipal solid waste disposal fees, timely announce relevant information to the public, improve the transparency of the collection and use of municipal solid waste disposal fees, and consciously accept social supervision.

Eleventh units, households and individual industrial and commercial households that produce municipal solid waste refuse to pay the municipal solid waste treatment fee after being urged to pay in accordance with these measures. In accordance with the provisions of the Measures for the Administration of Urban Domestic Waste, the tax authorities may apply to the people's court for compulsory treatment if the unit is fined less than 3 times but not more than 30,000 yuan, and the households and individual industrial and commercial households are fined less than 3 times but not more than 1 10,000 yuan.

Twelfth counties (cities), jiawang district and tongshan district with the approval of the local county (city) District People's government, can refer to these measures to collect urban living garbage disposal fees.

Article 13 These Measures shall come into force as of April, 20 1 1 year, and the relevant documents related to domestic garbage disposal fees previously released by our city are inconsistent with these Measures.
