1. Planning Background

With the development of the city entering a new era of ecological civilization, the construction of ecological civilization has become an important part of Socialism with Chinese characteristics in the new era. Changzhi, as the first demonstration city of industrial transformation and upgrading in China, how to break the situation of single industrial structure, insufficient innovation ability and backward tourism development in the past, the plan puts forward that the city should develop Zhangze Lake to the west, and combine the superior ecological landscape resources of Zhangze Lake to create a new growth pole for Changzhi's future ecological and economic development.

The development of Zhangze Lake to the west is an important responsibility to deepen the construction of ecological civilization, and it is necessary to improve the city's taste and ecological construction; It is a powerful measure to implement the national and provincial major strategies and the need to expand the urban framework; It is the inherent requirement of strengthening the overall development of the city and the need to enhance the city's functions; It is a strategic choice to optimize the urban spatial pattern and the need to relieve the functions of the old city.

II. Planning Scope

The project is located in the northwest of the main urban area of Changzhi City, Shanxi Province, adjacent to the main urban area of Changzhi City. The south and west sides of the planned land use scope are determined according to the extension of the wetland park by 1 km, the north side is bounded by Qinglan Expressway, the east side is basically bounded by Changbei trunk line, and the local area is determined according to the extension of Zhangze Lake National Urban Wetland by 1 km. The overall land area is 126.11 square kilometers, of which the National Urban Wetland Park covers 58.72 square kilometers and the main water body area is about 24 square kilometers.

III. Planning concept and overall orientation

The Zhangze Lake area around Changzhi will be turned into a "5A"-level new healthy and energetic lakeside area, a summer resort in Changzhi in the future, a healthy and blessed land and a double-creation highland.

Strategic positioning: the new center of Changzhi city and the core area of big health industry, the provincial industrial transformation and upgrading demonstration area, the national ecological demonstration area and the national tourist resort area.

Among them, Chuangzhi Town will rely on the natural resources of wetlands, take the concept of "ecological guidance, openness and interaction, and integration of Industry-University-Research", take the educational function as the core, and take innovation and creativity as the theme, and become a characteristic town with integrated functions, industrial characteristics and ecological environment, which will be the source of Changzhi's increasing innovation ability and cultivating endogenous motivation for transformation. The content includes Changzhi University, 3A hospitals, high-quality high schools, R&D centers, talent apartments and so on.

Kangyang Recreation Area: Kangyang Recreation Area is located in the southwest of Binhu New District and consists of Kangyang Town and Happy Town. Kangyang Town relies on the superior ecological environment of the wetland park to build a characteristic lakeside Kangyang holiday town in southeastern Shanxi with health care (pension) service, Chinese medicine medical care service, health tourism, health management, sports and leisure, pension real estate and medical beauty as carriers. With "Zhangze Happy World" as the main body, Happy Town will build a large-scale theme amusement park with domestic advanced technology and management level, which integrates rides, stunt theaters, parade performances, ecological leisure, special catering, theme shops and comprehensive services. rural farm area: the rural farm area is located in the northwest of Binhu New District. Special plan for comprehensive management of water environment of Zhangze Lake National Urban Wetland Park in Changzhi City

I. Analysis of water source and quantity

The average annual runoff of Zhangze Reservoir in the south of Zhuozhang River is 265 million m3, of which the upstream reservoirs of Zhangze Reservoir control 41 million m3 and the interval of Zhangze Reservoir is 25 million m3. There are four fan-shaped main tributaries in the upper reaches of the water source of the Wetland Park, with Jiang River and Lanshui River on the left bank and Shizi River and Taoqinghe River on the right bank.

ii. analysis of pollution sources

the pollution sources in wetland parks are divided into internal import and external import. Internal inflow pollution sources are: industrial sewage around wetlands, agricultural and aquaculture sewage and domestic sewage discharge in villages and towns. The external pollution sources are: upstream basin inflow, urban sewage discharge and initial rainwater pollution. The main pollutants are mainly CODMn, ammonia nitrogen and total phosphorus.

III. Planning objective

Short-term objective (by 2121): The water body in the upper reaches of the wetland completely meets the requirements of surface water class V. The water quality of wetlands has gradually improved fundamentally, and the problem of eutrophication has been fundamentally reversed, reaching the level of mild eutrophication. The water landscape and ecology have been restored, and the surrounding environmental quality has been significantly improved

Mid-term goal (by 2125): the water body in the upper reaches of the wetland basically meets the requirements of surface water class IV. The water quality of the wetland has been fundamentally improved, basically reaching the requirements of Class IV surface water, and the problem of wetland eutrophication has been fundamentally controlled, and eutrophication has basically not occurred.

Long-term goal (before 2135): The water quality of wetlands will continue to improve and basically meet the requirements of Class III surface water. The quality of water environment can be maintained for a long time, and the harmony between man and environment can be achieved.

iv. control measures

(1) ecological interception buffer zone for non-point source pollution

carry out "source-process-end" pollution control for non-point source pollution generated in wetland experience area and farmland reclamation area inside wetland. Set up three lines of defense and implement the whole basin restoration, including water conservation forest project, bank protection forest project and clean water project.

(II) Restoration of River Shoreline

According to the construction requirements of "five lakes and six parks" in urban wetland park, various forms of ecological revetment can be designed and constructed in the wetland according to different functional blocks, water purification needs and habitat construction intentions, and it is suggested to keep natural original revetment in non-human activity areas.

(III) Sediment dredging project

The sediment pollution in the upper reaches of the wetland is serious, and many indicators such as ammonia nitrogen and total phosphorus exceed the standard, which has become a potential dangerous pollution source of the water body and needs to be dredged. The dredging project in the upstream of the wetland covers the water inlet area of the south source of Zhuozhang River and the ecological conservation area, which should be adjusted in combination with the development of the wetland park. The dredging amount is about 651,111 m3

(IV) Pollution prevention and ecological degradation technology

The water body in the upstream of the wetland is seriously polluted. In order to quickly improve the water quality and eliminate the black odor, measures of pollution prevention and ecological degradation should be taken. Specifically, it includes nano-oxygenation technology, multiphase microfiltration water purification system, ecological base, ecological reactor, microbial online factory and so on.

(5) upstream water distribution project of Zhuozhang Nanyuan

The reclaimed water system of the sewage treatment plant in Changzhi main city has been running normally. At present, some reclaimed water is used for circulating water in power plants and a small amount of industrial enterprises, and the rest is discharged into Shizi River. It is suggested that the location of reclaimed water should be adjusted and connected to the upper reaches of the south source of Zhuozhang, which can not only improve the water quality by using its environmental capacity, but also provide it with reliable water source.

(6) Construction of aquatic flora and fauna system

According to the principle of "ecological succession", the typical wet plant belt composed of trees, shrubs, marsh vegetation, emergent vegetation, floating vegetation and submerged vegetation will be gradually restored; Put zoobenthos and fish in to build an aquatic ecosystem.

How to divide the west, assuming that the Hero Street divides Changzhi into the east and the west, and the east of the West Ring Road is basically the old city. Due to the lack of open space, the new development capacity is limited, and the possibility of overall transformation is small.

The west of the West Ring Road is planned locally, which has great development potential. There are three main reasons:

1, the whole city of Changzhi is expanding, while the east has developed to the foot of Laoding Mountain, and the development area is limited;

2, there is less development in the west, especially in the west of the railway, and there are more open spaces.
