Article 9 An applicant shall submit an application to the competent commercial department of the State Council through the competent commercial department of the province, autonomous region or municipality directly under the Central Government where he is located. The competent commercial authorities of provinces, autonomous regions and municipalities directly under the Central Government shall submit the application documents and materials to the competent commercial authorities of the State Council within 7 days from the date of receipt. The competent department of commerce of the State Council shall, within 90 days from the date of receiving all the application documents and materials, make a decision on approval or disapproval after soliciting the opinions of the administrative department for industry and commerce of the State Council. If approved, the direct selling business license shall be issued by the competent department of commerce of the State Council.
The applicant holds the direct selling business license issued by the competent commercial department of the State Council, and applies to the administrative department for industry and commerce for change registration according to law.
When issuing the direct selling business license, the competent commercial department of the State Council should consider the national security, social interests and the development of the direct selling industry.
