Article 2 These Regulations shall apply to the protection and management of drinking water sources of Su Yan Reservoir within the administrative area of this Municipality.

Su Yan reservoir drinking water source protection areas are divided into first-class protection areas and second-class protection areas. The specific scope is delineated by the Municipal People's Government and announced after being approved by the People's Government of the autonomous region. Article 3 The protection of drinking water sources in Su Yan Reservoir follows the principles of giving priority to protection, giving priority to prevention, comprehensive management, public participation, taking responsibility for damage and ensuring safety. Article 4 The Municipal People's Government shall strengthen the organization and leadership of the protection of drinking water sources in Su Yan Reservoir, incorporate the protection work into the national economic and social development plan, and establish the responsibility system of protection target management, joint coordination mechanism and evaluation system.

the people's governments of counties (cities, districts) and towns within the drinking water source protection area of Su Yan reservoir are responsible for the protection of drinking water sources in the reservoir within their respective jurisdictions.

The villagers' committees within the drinking water source protection area of Su Yan Reservoir shall assist the people's governments at all levels and their relevant departments to protect the drinking water source of the reservoir. Article 5 The Municipal People's Government and the relevant departments of the people's governments of Beiliu City and Yuzhou District shall, in accordance with their duties, do the following work for the protection of drinking water sources in Su Yan Reservoir:

(1) The competent department of ecological environment shall exercise unified supervision and management over the prevention and control of water pollution;

(2) The water administrative department is responsible for the supervision and management of water resources protection and river courses;

(3) The competent department of housing and urban construction is responsible for the supervision and management of the construction of urban domestic sewage and domestic garbage treatment facilities;

(4) The competent forestry authorities are responsible for the supervision and management of water source forest construction, wetland protection, public welfare forest and natural forest protection.

relevant departments such as development and reform, industry and information technology, public security, civil affairs, finance, natural resources, transportation, agriculture and rural areas, cultural tourism, health and health, emergency management, state-owned assets management, market supervision and management should do a good job in the protection of drinking water sources in Su Yan Reservoir within their respective responsibilities. Article 6 Su Yan Reservoir Management Agency is responsible for the daily management of Su Yan Reservoir and performs the following duties:

(1) Publicizing and implementing relevant laws and regulations on drinking water source protection;

(2) Carry out routine inspections, maintain protective facilities, handle problems in time or report to relevant departments when found;

(3) safety management of reservoir engineering facilities and reservoir operation and dispatching;

(4) salvage and disposal of garbage, branch weeds, water hyacinth, algae and other floating objects;

(5) assisting relevant departments to protect drinking water sources according to law;

(6) Other duties related to the protection of drinking water sources shall be performed by the Su Yan Reservoir Management Agency. Article 7 The Municipal People's Government and the people's governments of Beiliu City and Yuzhou District shall include the funds needed for the protection of drinking water sources in Su Yan Reservoir in the fiscal budget at the corresponding level. Article 8 The Municipal People's Government and the people's governments of Beiliu City and Yuzhou District shall establish and improve the ecological compensation mechanism for the drinking water source protection area of Su Yan Reservoir. Ninth all units and individuals have the obligation to protect the drinking water source of Su Yan Reservoir, and have the right to dissuade, complain and report the acts of polluting and destroying the drinking water source of Su Yan Reservoir. Tenth city, county (city, district), town people's government and relevant departments should strengthen the publicity and education of Su Yan reservoir drinking water source protection, popularize protection knowledge and enhance public awareness.

Article 11 The Municipal People's Government and the people's governments of Beiliu City and Yuzhou District shall set up clear geographical landmarks and billboards at the boundary of the drinking water source protection area of Su Yan Reservoir, and set up warning signs in a prominent position.

No unit or individual may damage, alter or move the geographical landmarks, billboards, warning signs and protective facilities of the drinking water source protection area of Su Yan Reservoir without authorization. Article 12 In the second-class protection zone of drinking water source of Su Yan Reservoir, the following acts are prohibited:

(1) setting up sewage outlets;

(2) building, rebuilding or expanding construction projects or facilities that discharge pollutants;

(3) stacking, dumping or burying chemical raw materials, dangerous chemicals, mineral oils and toxic and harmful mineral products;

(4) Construction of garbage disposal facilities such as landfill, garbage compost yard and garbage incinerator;

(5) Reclamation;

(6) using phosphorus-containing detergent;

(7) using pesticides, discarding pesticides, pesticide packages or cleaning pesticide application devices;

(8) engaging in business activities such as accommodation, catering and farmhouse music;

(9) building, rebuilding and expanding graves;

(11) Deforestation, full reclamation, and mountain refining;

(11) Discarding or burying livestock and poultry carcasses and other wastes containing pathogens;

(12) other acts that may pollute drinking water sources as stipulated by laws and regulations.
