Shandong Haiyun Ecological Paper Co., Ltd. settled in Zhanhua County in June 2003, covering an area of 890 mu and a wetland of nearly 30,000 mu. The first phase of the project started construction in February 2004. During the whole project construction process, the county party committee and government provided a good development environment and gave strong support, which ensured the smooth progress of the project construction and achieved the goal of putting into production that year. The company's business direction is the production and sales of pulp, paper, paper products, chemical raw materials for pulping and papermaking (excluding dangerous chemicals), the development and utilization of pollution control technologies, the planting and sales of reeds and Arundo donax, with import and export rights. The project construction follows the ecological industrial chain model of "pulping production-wastewater treatment-raw material regeneration" to realize circular economy.

Shandong Haiyun Ecological Paper Co., Ltd. invested 300 million yuan to build the first phase of the project-an annual output of 654.38 million tons of bleached reed pulp project, which is by far the largest bleached reed pulp project in China. Advanced and mature technologies such as dry and wet material preparation, caustic soda continuous cooking, pressure screen closed screening, five-stage countercurrent washing and C-E/P-H three-stage bleaching have been adopted in the project construction. Among them, Andritz closed screening equipment and technology imported from Finland have a high degree of automation, which can effectively save pulp, water and energy and make the production line configuration more reasonable. At the same time, an alkali recovery system with a daily processing capacity of 390 tons has been built, which is the largest non-wood pulp alkali recovery production line in China. Black liquor evaporation system, combustion system and causticization system conform to the theory of "determining production with alkali" in contemporary pulping enterprises, and the alkali recovery rate reaches over 85%. At present, the company's annual sales of bleached reed pulp is 360 million yuan, and the profit and tax are 80 million yuan, which has remarkable economic benefits.

Zhanhua County Party Committee and government continue to provide a good development environment and provide reed wetlands needed for the project. Haiyun Paper will build the second and third phases of the project as planned, with a total investment of 20 10/0.2 billion yuan, and build the largest non-wood pulping center in China, with an annual sales income of 2 billion yuan and an annual profit and tax of 350 million yuan, making contributions to the economic development of Zhanhua and Binzhou.
