(A) Two modes of developing ethnic cultural tourism in Lijiang, Yunnan

On the morning of165438+1October1/kloc-0, the delegation took a short break in Kunming and flew directly to Lijiang, the cultural center of Dongba, the world, for a two-day study tour of Old Town of Lijiang. With the support of Old Town of Lijiang District Committee and Government, we conducted an investigation in two steps. The first step is to inspect the ancient town of Shuhe Chama in the northwest of Lijiang. The second step is to visit Old Town of Lijiang.

1, Shuhe model: based on protection, development, good development to promote protection, tourism development to increase income.

Shuhe Chama Ancient Town is located in the northwest of Lijiang City, about 4 kilometers away from the urban area. It is the settlement of Naxi ancestors and one of the best preserved market towns on the ancient tea-horse road. Known as "the living specimen of the transition from agricultural civilization to commercial civilization", it is also known as "the paradise under the snowy mountains" and "the hometown of thousands of clear springs". Since the implementation of the protection and development project in 2002, the ancient town has developed from a little-known border town into a famous town with the most charming residence and a national 4A-level scenic tourist area, receiving more than 5,400 tourists every day. The per capita income of ancient town residents jumped from 800 yuan to more than 4,000 yuan. It has created the "China Experience" to promote rural areas to cities, farmers to citizens, and private capital to participate in the protection and development of cultural resources, and has embarked on a new path of promoting development through protection, protection through development, and increasing farmers' income through tourism.

It is understood that after strict planning and approval, the protection and development project of Shuhe Chama Ancient Town will be implemented in three phases, with a planned total investment of 560 million yuan. The first phase of the project officially started in May 2003. The project strictly follows the principle of "scientific planning and standardized protection" and divides the whole ancient town into three protected areas: the first-class protected area is the core area of the ancient town, and the layout of all houses and streets in this area is rectified in strict accordance with the principle of repairing the old as the old; The secondary protection zone is the peripheral protection zone of the core area. In this area, all buildings must not exceed the specified style and height, and mixed structure buildings must cover tile roofs. The third-class protected area is the combination of the new city and the old city. In this area, all the buildings control the elevation, which makes the whole old city naturally transition with the outside world. During the implementation of the project, the town pays attention to protecting the original ecology. Under the premise of strictly implementing the overall development plan, we will persist in not tearing down a house or cutting down a tree, and preserve the original ecology and water system, as well as the original farming culture and pastoral scenery. After the original vegetable fields, trees and grain fields in the ancient town were acquired by investment enterprises, they were returned to farmers for planting or management in the original way to maintain the original production and living conditions. In terms of people's participation in the tourism service industry, according to the characteristics of Shuhe Chama ancient town, service facilities are configured according to certain standards, such as "courtyard hotel", "residential inn", "courtyard shop", restaurant and bar, handicraft workshop, horse riding tour and so on. Drive residents to participate in tourism services, so that the tourist reception capacity of the ancient town is continuously enhanced, and the scale and grade are continuously improved.

At present, Shuhe ancient town is becoming more and more popular and attractive. When we stroll in the streets and alleys of the ancient town, we often meet all kinds of exquisite carriages or tourists riding along the street. The ringing of bells and the melodious and leisurely sound of horseshoes add a bit of unique charm to the ancient town.

The implementation of the protection and development project of Shuhe Chama ancient town has made the government, enterprises and residents achieve a win-win situation, which is known as the "Shuhe model" and has produced good repercussions at home and abroad. "Shuhe Model" became a successful case in China Macroeconomic Review in 2004, and was listed as the representative work of "China Experience-Yunnan Chapter".

2. Lijiang model: take the city as the belt, focus on protection, develop scientifically, highlight characteristics, and realize the successful docking of national culture and economy.

Old Town of Lijiang was founded in the late Song Dynasty and early Yuan Dynasty, with a history of more than 800 years, covering an area of 3.8 square kilometers, with more than 6,200 households and a population of 25,000. Old Town of Lijiang is an important town on the Southern Silk Road and the ancient tea-horse road, and an important trade center and material distribution center in the intersection area of Yunnan, Sichuan and Tibet. Since history, many nationalities have interacted here, and many cultures have blended here, which is rich in historical and cultural accumulation. With Yulong Snow Mountain as the background, the ancient city, with its meticulous and scientific site selection, superb water system utilization, unique urban construction pattern, winding ancient streets and alleys, patchwork residential buildings and criss-crossing streets and alleys, forms a beautiful picture of harmonious development between man and nature, with snow-capped mountains, green spaces, small bridges and flowing water, and Naxi people poetic and picturesque. It is an ancient city with the most complete preservation and national characteristics in China so far. 1997 12 is listed in the world cultural heritage list.

There are two main aspects for Lijiang to protect and develop the cultural heritage of the ancient city:

The first is the protection of the tangible cultural heritage of the ancient city. In recent years, the local government of Lijiang has vigorously developed tourism, and embarked on a road of "nurturing the city with the city" and "feeding the ancient city with tourism". After the uncoordinated buildings are demolished, on the one hand, they are used for greening and leisure construction, on the other hand, they are restored to traditional houses and residential service facilities. Implement the night scene project of the ancient city tourist concentration area, repair key residential projects and restore and rebuild wooden houses. The third is to implement landscaping and lighting projects, and increase green land by removing some open spaces of uncoordinated buildings. All 28 toilets in the ancient city have been renovated, and some toilets have been transformed into star-rated toilets. Lion Mountain is completely green. The antique lighting project was implemented in the main streets of the ancient city, and 220 sets of street lamps were added to highlight the main buildings and water systems of the scenic spot and improve the viewing effect at night.

The second is the protection of the intangible heritage of the ancient city. For a long time, Lijiang local government has always attached great importance to the protection and promotion of Old Town of Lijiang's national culture. First, standardize commercial behavior, dilute modern commercial atmosphere and highlight national cultural characteristics. The commercial activities in the ancient city are subject to the access system, and the business license is used as the pre-approval for entering the ancient city for commercial operations. The business projects with strong modern characteristics and no national characteristics are moved out of the ancient city, and the internal decoration, signboards and counters are standardized, thus controlling the scale and number of shops. Actively encourage the operation of goods with local ethnic characteristics, and regularly train foreign businessmen to let them know about local ethnic culture. The second is to implement a series of policies to benefit people who have lived in the ancient city for a long time. Give regular subsidies to the key protected houses in 140 approved and published. Every year, more than 2 million yuan is allocated to provide a fixed monthly living allowance to the original residents of the ancient city. Set up a convenient service center for the ancient city to provide free services for the residents of the ancient city. The third is to arrange special funds to support and encourage local cultural personnel in Lijiang to engage in activities such as inheritance, promotion and display of national culture. The fourth is to repair the courtyard of celebrity's former residence and build a museum of celebrity's former residence. Fifth, choose 10 characteristic residential courtyard in the ancient city, and implement Dongba paper making, folk customs and other tourism projects of "entering Naxi people's homes".

The protection and development of Old Town of Lijiang correctly handles the relationship between tourism development and heritage protection, realizes the successful connection between national culture and economy, and becomes a model of world cultural heritage protection management and tourism development. United Nations experts spoke highly of "Lijiang Model" and regarded it as the guiding ideology of world heritage management in the Asia-Pacific region. These management measures, which combine protection and development, are highly scientific, rigorous and practical, and provide a good reference for us to explore and protect local characteristic culture and develop cultural tourism industry in the future.

(2) The successful experience of the overall relocation and transformation of Dachang ancient town in Wushan, Chongqing: with the help of the east wind of the Three Gorges Project, the historical and cultural heritage is protected, the simple folk customs of the ancient town are reproduced, and cultural tourist attractions are created.

Under their leadership, we quickly boarded a small speedboat and went upstream along the Daning River, a tributary of the Yangtze River, into the Three Gorges. The water storage in the second phase of the Three Gorges Project has reached1.56m.. The rapids of the Three Gorges have become the high gorge and Pinghu in front of us. The caves and hanging coffins dug by the ancients on the high mountains and cliffs on both sides of the river are vividly visible. Monkeys haunt the jungle, crows burst, and empty valleys reverberate for a long time, adding a profound meaning. As we know, in the depths of this mysterious canyon, there is an ancient civilized town-Dachang Ancient Town. With a long history of building a city, complete ancient style and unique architectural style, she shows the world her once prosperity and glory.

What moved us was that Deputy County Magistrate Tian was accompanied by Wang, Party Secretary of Dachang Ancient Town, and Manager Li, General Manager of the Old Town Relocation Project. When the county magistrate is a tour guide, we feel honored, and at the same time we feel more strongly the open, open-minded, warm and simple folk customs here.

Under the leadership of Deputy County Magistrate Tian, Secretary Wang and Manager Li, we went directly to the new address of Dachang Ancient Town.

Dachang ancient town is located on the Daning River, a tributary of the Yangtze River. Because it is a military fortress and has shipping advantages, Yu Taichang County was built in the first year of Taikang in Jin Dynasty (280), which has a long history of 1700 years. There are only two main streets in the town, the north-south street is more than 150 meters long, and the east-west street is more than 240 meters long, covering an area of less than 10 hectare, so it is also called a pocket-sized ancient town. "Yi Deng shines all over the city, four schools can talk, the class plays the board, and every household can hear it" is its true portrayal. There are well-preserved Ming and Qing buildings in the city. Most of them are Sihejing Courtyard, with blue bricks and tiles, carved beams and painted buildings, and cornices and corners. They are simple and elegant, with strong Jiangsu and Zhejiang customs. Each house is designed with double eaves and upturned walls, which reflects the wisdom of ancient people in China. This well-preserved ancient town was built in the Ming Dynasty. The three well-preserved streets in the east, west and south are mostly residential buildings with the architectural style of East Sichuan. It is a famous historical and cultural town in Chongqing. At the same time, the ancient town is the largest and most complete ancient architectural complex in Chongqing section of the Three Gorges Project reservoir area. With the water level of the second phase of the Three Gorges Project reaching 1.56 meters, the original Dachang ancient town had to be immersed in the Yangtze River forever. In order to better reproduce the ancient historical and cultural features of the Three Gorges reservoir area, National Cultural Heritage Administration has determined it as an "overall relocation" project after full demonstration and feasibility study.

The relocation of Dachang ancient town is the same in different places, and the rebuilt relocation address is also located on the Daning River, only about 5 kilometers away from the original site. After the restoration of the ancient town, the original layout of Ding Street will be maintained. East-West Street is 200 meters long, and North-South Street 150 meters, covering an area of 74.8 mu. During the overall relocation, experts located five key buildings in the ancient town, including East Gate, South Gate, West Gate, Courtyard and Ding Street, to ensure that the relocated ancient town still maintained its original street layout and spatial perspective. In order to ensure the original appearance of the ancient town, the reconstruction materials, including every tile and brick, were marked and photographed, and then arranged in a unified way to be carefully demolished and rebuilt at the new site. Because the buildings in Dachang ancient town have a history of hundreds of years, some components are seriously damaged, and some components may not be used for reconstruction. Technicians will carry out termite-proof and rust-proof treatment on the removed components, and all the replaced components will be made by traditional technology, so that the new components will be restored to the old ones and all components will be harmonious and unified. The whole relocation and restoration project will cost more than 60 million yuan (including nearly 30 million yuan of state special funds and 30 million yuan of investment attraction), and it is planned to be completed and opened to tourists in the first half of next year.

Deputy magistrate Tian also said that in order to facilitate the protection and management of the ancient town, the residents in the ancient town will not move with the ancient town. According to relevant ideas, the rebuilt ancient town will be operated as a tourism industry. In order to attract tourists, some folk craft workshops will be set up in the ancient town, such as oil extraction, brewing, weaving and other folk production performances to reproduce the original folk customs of the ancient town. The rebuilt ancient town will no longer be the original one, but become a highlight of the Three Gorges tourism, continue to show the infinite charm of the Three Gorges area and give full play to its unique economic and social values.

During the inspection tour in Lijiang, the relevant leaders of Gucheng District Committee and District Government took time out of their busy schedules to receive us, and treated us with the most grand and high-standard "three drops of water" method (that is, tea, wine and soup were served with three series of famous dishes respectively); The party and government leaders in Wushan county, Chongqing are also enthusiastic and caring for us, which is touching. These measures make the local cultural landscape and natural landscape complement each other, highly coordinate, form a strong attraction, and there is a prosperous scene of "off-season" tourism.

Second, these places have a profound cultural heritage and a long history, forming many unique cultural landscapes and rich cultural tourism resources. Old Town of Lijiang, for example, has been the cultural and economic center of Han, Tibetan, Bai, Naxi and other ethnic groups since ancient times. No matter from the perspective of economic benefits or from the perspective of people's psychological activities, characteristics are very important. If a local cultural tourism has no characteristics, it is certainly unattractive, uncompetitive and difficult to develop sustainably. Lijiang and Chongqing Dachang ancient town are good at grasping the characteristics, working hard on the characteristics, making a fuss about the characteristics, creating characteristic products and creating famous brands. Old Town of Lijiang, for example, is to make full use of the multi-ethnic culture with Naxi as the main body, and a series of characteristic industries, such as people without me and people with me, to vigorously develop tourism. Compared with neighboring counties such as Wuxuan, Jinxiu, Xiangzhou and Xincheng, there is still a big gap in the development of cultural tourism resources in our city. After all, we are just an industrial and mining city, which has a short construction time and a small regional area. Since the city was built, we have focused on the development of industrial economy, which is an objective need and our shortcoming. However, this does not mean that our city does not have the conditions and potential to develop cultural tourism. As long as we establish confidence, use our brains, learn from each other's strengths, give full play to our advantages and explore carefully, we can fully rely on our own advantages to develop the cultural tourism industry with local characteristics.

(C) the potential and advantages of developing cultural tourism in our city. Although the city has not been established for a long time, the administrative area is not large, and there are not many far-reaching cultural heritages in history, we have rich mineral resources mainly based on coal and unique Hongshuihe stone resources. With the continuous development of energy industry, the influence and popularity of our city in the whole region and even the whole country are also constantly improving. Today, coal, electricity and strange stones are also called "Three Treasures of Heshan". In this survey, we talked to the government officials in Lijiang and Dachang ancient town about their respective advantages, and they all admired the coal and electricity industry in our city. They believe that tourism is influenced and restricted by external political environment, economic situation, geographical climate, social order and other factors. If there is a slight sign of trouble outside, tourism will "catch a cold". Therefore, if a place is not backed by industry and only relies on a single tourism pillar industry, it will always make people feel that their stamina is insufficient. We can fully rely on the coal and electricity industry, give full play to the advantages of rich resources of strange stones, and gradually establish a new cultural tourism industry based on the coal and electricity industry, featuring strange stone culture, coal capital culture, Zhuang culture, Hongshuihe culture and garden culture.

(four) efforts to integrate the cultural tourism resources of our city, and cultivate the cultural tourism industry with local characteristics of Heshan. In order to realize the synchronous development of economy and culture, coordinate development and build a harmonious "rich and beautiful" new mountain, we must speed up the exploration and integration of cultural tourism resources in our city and strive to cultivate cultural tourism industry. First of all, our city is rich in strange stone resources, strange stone culture and great influence. We should seize the opportunity, strengthen the exploration and protection of this precious resource, build a brand of strange stone culture with the characteristics of Heshan, gradually expand the scale of the construction of the infrastructure of strange stone culture on the basis of the existing strange stone museum, and build a large-scale and high-grade "Southwest Strange Stone Culture Village" through attracting investment and diversified investment. We will continue to hold Heshan Kistler Culture Festival regularly to further expand the influence of Heshan Kistler and attract domestic and foreign tourists to visit Heshan. The so-called "combination of workers and peasants" means trying to explore the coal capital culture, establishing a coal museum, opening up a power plant sightseeing area, expanding the scale of Wang Long folk village, establishing a professional Zhuang teacher drama and Zhuang folk song performance team, enriching the performance content of folk culture, improving the performance level, and combining industrial tourism with rural folk tourism; "Urban-rural integration" means expanding the scale of garden cities, enriching cultural and sports activities in square parks, establishing pollution-free fruit and vegetable tourism bases in rural areas, and combining urban tourism with rural pastoral tourism; "Combination of mountains and rivers" means developing Zhaishan site, carrying forward the history and culture of Zhuang nationality, reappearing the "Xanadu" style of the site, developing Huaiji reservoir scenic spot, opening up the scenic tour route of Hongshui River and implementing the combination of mountains and rivers; "Combination of inside and outside" means developing tourism together with neighboring counties, such as creating a one-day golden route with Heshan-Xincheng style to realize the combination of inside and outside tourism.
