Article 4 the relevant administrative departments shall, according to the following duties, assist the gas administrative departments to do a good job in gas management:

(2) The transportation management department is responsible for supervising and managing the gas road transportation according to the relevant laws and regulations on the transportation of dangerous goods, and investigating and handling all kinds of illegal transportation behaviors according to law; Responsible for the transportation supervision and management of gas buses, gas taxis and other gas vehicles.

(3) The public security organs are responsible for the fire control supervision and inspection of the places where gas is operated and used, the road traffic safety management of gas transport vehicles, and investigate and deal with illegal gas operation and destruction of gas facilities that seriously endanger the safety of the public.

(4) the safety production supervision and management department is responsible for bringing the gas safety supervision into the scope of the city's safety production inspection and supervising its implementation.

(5) The comprehensive law enforcement organ of urban management is responsible for investigating and handling violations of gas management in accordance with relevant laws and regulations and these Measures.

(6) when the food and drug supervision and administration department implements relevant licenses according to law, it shall inform catering units that need to use gas to install and use pipeline gas within the coverage of gas pipelines; In the process of daily supervision and inspection of catering units, it is found that there may be illegal acts of gas use, and the relevant information shall be informed to the gas administrative department. Article 5 This Municipality shall popularize gas, promote the use of clean energy such as natural gas, and encourage and support all kinds of capital to participate in the construction of gas facilities in this Municipality.

Seventh gas administrative departments, street offices, town people's governments and gas enterprises should strengthen the publicity of gas safety knowledge, improve public awareness of gas safety.

Chapter II Planning and Construction Management Article 8 The municipal gas development plan shall be compiled by the municipal gas administrative department and implemented after being approved by the municipal people's government.

when compiling the municipal gas development plan, the opinions of the municipal administrative departments of development and reform, planning, land, housing management, construction, economy and trade, transportation, public security and fire protection, environmental protection, as well as the autonomous organizations of the gas industry and gas trading enterprises shall be sought.

the district gas administrative department may, according to the needs, organize the preparation of the gas development plan of the administrative region according to the municipal gas development plan, which shall be implemented after being approved by the people's government at the corresponding level and reported to the municipal gas administrative department for the record. Encourage the unified construction of gas pipeline projects within the red line by entrusting pipeline gas business enterprises by means of agent construction.

the scale and location of gas facilities shall not be changed without approval by the administrative department of urban and rural planning.

before the construction of the gas pipeline project within the red line, the construction unit shall solicit the opinions of the relevant pipeline gas business enterprises by connecting the gas pipeline interfaces, and the pipeline gas business enterprises shall give a reply within 7 working days.

for the gas pipeline facilities within the red line built by the construction unit itself, the relevant archives shall be handed over to the pipeline gas business enterprise before being put into operation, and a handover management agreement shall be signed to clarify the management responsibilities such as operation, maintenance and conservation. When taking over the gas pipeline facilities within the red line, the pipeline gas business enterprise shall check its safety technical status, and shall not receive and supply gas if it does not meet the safety technical requirements.
