Article 59 The State implements a system for registering and issuing certificates of land use rights and house ownership.
Article 60 Acquiring land use right by way of grant or allocation shall apply for registration to the land administration department of the local people's government at or above the county level, and upon verification by the land administration department of the local people's government at or above the county level, the people's government at the same level shall issue a certificate of land use right.
If a house is built on the land acquired for real estate development in accordance with the law, it shall apply for registration with the real estate administration department of the people's government at or above the county level on the basis of the certificate of the right to use the land, and the real estate administration department of the people's government at or above the county level shall verify and issue the certificate of ownership of the house.
Real estate transfer or change, shall apply to the real estate management department of the local people's government at or above the county level to apply for registration of change, and with the certificate of ownership of the changed house to the people's government at the same level of the land management department to apply for registration of change of use of land, verified by the people's government at the same level of the land management department, by the people's government at the same level of the replacement or change of the certificate of land rights.
