I. Scope of transformation and resettlement objects (1) Scope of transformation.
State-owned enterprises, houses on state-owned land and houses in need of renovation within the scope of urban renewal that are included in Shaoguan shantytown renovation plan. Including unreformed houses within the scope of transformation, unlicensed fund-raising houses, and self-owned houses within the planning of land storage and renovation in concentrated shanty towns.
(2) Resettlement object.
Households included in the transformation of shanty towns.
Ii. resettlement principles, resettlement places and standards (1) resettlement principles.
It is necessary to "respect the wishes of most households and resettle through multiple channels; Government-led, market operation "as the principle. After the resettlement object is resettled, the original house and the land involved will be handed over to the government for free recovery within the time limit required by the relocation agreement.
(2) Placement place.
The elevator house built by the rebuilding party is for residents to choose to buy or replace, and it is located in an area with convenient transportation, relatively perfect living and urban infrastructure. The specific resettlement sites are: Tianluochong and Yunfeng Poetic Community in Zhenjiang District, binjiang road (south plot) of Furong New Town and Nanhua Road (north plot) of Furong New Town. If monetary resettlement is chosen, residents will choose new commercial housing projects or optional second-hand houses in urban areas announced by the transformation party.
(3) resettlement standards.
1. If you choose to rent affordable housing, the government will provide public rental housing with a per capita construction area of not less than13m2.
2. If the decorator chooses to build his own house for resettlement, the decorator shall provide elevator resettlement houses (rough houses, the same below) with a construction area of about 50㎡ or 70㎡ for the resettlement households to purchase or replace.
3. If monetary resettlement is selected, resettlement households will choose to build new commercial houses or second-hand houses.
Third, the placement method
There are four resettlement methods for the transformation of urban shanty towns, namely:
(1) Leased resettlement: the resettlement object rents the affordable housing provided by the government.
(2) Physical placement: the resettlement object purchases or replaces the self-built elevator room.
(3) Monetary resettlement: After receiving the fixed housing subsidy or the compensation for demolition according to the policy, the resettlement object will purchase commercial housing (or second-hand housing, the same below) in the urban area for resettlement.
(4) Receiving a one-time resettlement housing subsidy: If the resettlement object chooses neither physical resettlement nor monetary resettlement, it can choose to receive a one-time resettlement housing subsidy.
Fourth, the resettlement policy.
(1) Husband and wife and minor children (under 16 years of age as of the date of issuance of this scheme, subject to the records in the household registration book) who own their own property houses outside the shantytown renovation scope, or who have received subsidies for in-kind resettlement and fixed house purchase, give up the resettlement policy.
The government will grant a one-time housing subsidy of 25,000 yuan. If the relocation agreement is signed within 2 months after the registration of information in this area, and the old house is relocated within the prescribed time limit, an increase of 30,000 yuan will be used as compensation reward. Over the time limit, do not enjoy the reward.
(two) the resettlement policy of workers and households who have not changed their houses and have no property rights.
You can choose one of the following resettlement methods: 1. Rental resettlement: tenants who choose public rental housing will be provided with public rental housing by the government as a whole, and the rent will be paid according to the regulations.
2. Physical placement: employees and families without housing reform can choose to buy elevator placement houses. If the construction area of the resettlement house is about 50㎡ (including 50㎡), the unit price of the part within 50㎡ 1000 yuan/㎡ (if the room type is about 50㎡, it shall be settled at this price); If the apartment is about 70㎡, the unit price of the part exceeding 50㎡ is 2,500 yuan/㎡. The construction area of resettlement housing shall be subject to surveying and mapping, and the property right of the house after purchase shall be commercial housing. The above purchase price is applicable to tenants who have decided to participate in renovation subscription before the end of the year, and the unit price after subscription will be adjusted according to the change of project cost. You can choose one of the following purchase methods:
(1) part of the house payment paid in advance is reduced or renovated. Resettlement households shall sign a relocation agreement within 2 months after the promulgation and implementation of this plan, and pay 50% of the total house price in advance within the prescribed time limit. At the same time, if the old house is relocated and vacated within the prescribed time limit, the resettlement households can reduce the advance payment according to the standard or house decoration. Resettlement households who enjoy preferential housing payment or decoration payment will no longer enjoy relocation incentives and various relocation expenses, and the remaining housing payment will be paid in one lump sum when the house is delivered.
If the resettlement households choose to reduce the house price, the decoration party will reduce the house price by 80% of the advance payment (that is, the house price of 50㎡ apartment will be reduced by 20,000 yuan, and the house price of 70㎡ apartment will be reduced by 40,000 yuan).
Resettlement households choose to decorate their houses, and the transformation party will decorate the selected houses according to unified standards. Decoration standards are as follows: ① Indoor living room, room wall and ceiling are made of ordinary waste plastics. (2) Polished tiles (60cm×60cm) shall be laid on the indoor floor, and anti-skid tiles shall be laid on the kitchen and bathroom floor. (3) Tile the kitchen and bathroom walls (to the ceiling). ④ The entrance door is a fire-proof door, the room and kitchen are panel doors (with door covers, common decoration standard), and the bathroom is a plastic door. ⑤ The indoor water pipes in the kitchen and bathroom shall be sealed with lime-sand bricks and tiled. ⑥ The living room, room, kitchen, bathroom and balcony are all equipped with lighting and corresponding electrical sockets that meet the basic use functions. ⑦ One household has one meter of water and electricity, and there are water supply sources and faucets in the kitchen, bathroom and balcony.
(2) When the resettlement house is delivered for use, choose to pay off the full amount in one lump sum or pay off the house price through bank mortgage, and directly handle the commercial housing property certificate.
(3) Pay a certain percentage of the house price when the resettlement house is delivered for use, and the resettlement house tenants and the government own the house property rights (the proportion of both parties is indicated in the commercial housing certificate). In this way, the personal down payment ratio should be at least 60% (it can be increased by 5% to 100%), and the government property right can be purchased from the government by families in stages at a ratio of 5% to form a complete property right. The purchase of government property rights is calculated in the following ways: the house price will remain unchanged for 8 years, and interest will not be calculated if it is purchased within 5 years from the date of delivery, and interest will be calculated according to the bank mortgage rate for the same period from the fifth to the eighth year; If it is purchased after 8 years, it will be purchased at the current market evaluation price (excluding house decoration expenses). After the resettlement households have completely purchased, they will apply for the individual commercial housing certificate with full property rights, and the taxes and fees required to apply for the certificate will be paid by the purchase workers according to the relevant regulations. The part of government property rights is subject to the rent standard of public rental housing approved by the price department, and the rent will be collected from the date of delivery until all households purchase and form complete property rights; You can rent it for a long time without buying it.
Taxes and fees payable by the above three ways of purchasing commercial housing property certificates shall be paid by resettlement households according to relevant regulations.
3. Monetary resettlement: Residents who choose monetary resettlement can receive a housing subsidy card with a maximum value of RMB 6,543,800+096,000 as a subsidy for purchasing commercial houses or second-hand houses in urban areas and a relocation incentive. That is, if the resettlement households sign a relocation agreement within two months after the information registration in this area starts, they can first issue a housing subsidy card with a value of RMB 6,543,800+066,000. The purchase subsidy card is given to the seller as the house payment when the household purchases the newly-built commercial house (or second-hand house), and the seller and the decorator will settle the account with the card.
Residents who choose this resettlement method will no longer enjoy the relocation expenses and rewards in Articles 6 and 7 of this scheme, and the taxes and fees required for handling the property right certificate of commercial housing will be paid by residents according to relevant regulations.
(three) the resettlement policy of unlicensed fund-raising housing tenants. 1. Physical placement: the elevator machine room built by the reconstructor will be replaced and placed according to the standard of building area 1∶0.6. The difference between the original housing construction area (or converted construction area) and the construction area of resettlement housing shall be compensated by the resettlement object or the transformation party at the price of 2200 yuan/m2.
2. After the original fund-raising housing funds are returned by the transformation party without interest, they shall be handled according to the resettlement policy of the houses that have not been transformed, and the relevant documents and materials of the houses shall be handed over to the transformation party for cancellation.
(four) housing reform housing and other self-owned housing resettlement policy.
Referring to the relevant provisions of the compensation for housing expropriation on urban state-owned land and the principle of value-added income distribution of housing reform, there are two ways to choose from:
1. Physical placement: select the elevator built by the reconstructor for replacement. Houses with incomplete housing reform shall be replaced according to the standard of building area 1: 0.8, and houses with complete housing reform and other self-owned houses shall be replaced according to the standard of building area 1: 1. The difference between the original housing permit area (or converted construction area) and the construction area of the resettlement house shall be compensated by the resettlement object or the transformation party at the price of 2200 yuan/㎡. Housing reform can also be returned to the original housing reform fund without interest by the transformation party, which will be disposed of according to the housing reform resettlement policy, and the relevant documents and materials of housing need to be cancelled by the transformation party.
2. Monetary resettlement: if monetary compensation is selected for self-resettlement, the original house will be given monetary compensation according to the evaluation price of the surrounding ordinary commodity housing market, in which the compensation standard for houses with incomplete housing reform is 80% of the evaluation price, the land transfer fee for houses with complete housing reform is 1% of the total evaluation price, and then it will be compensated by 100%, and other houses with complete property rights will be compensated by 100%. For those who buy new commercial housing or second-hand housing in urban areas with compensation, and vacate the old houses within the prescribed time limit, a "purchase subsidy card" worth 30,000 yuan will be issued as a relocation reward.
Five, the principle of housing choice
The tenants who choose the elevator house built by the decoration party for resettlement shall determine the house selection order according to the principle of "signing the agreement first, choosing the house number first" within the range of saleable houses; If the contract is signed within the specified time period, the house shall be selected according to the order of the lottery. If the number of households who choose the same resettlement site exceeds the total number of sets of the resettlement site, the resettlement object of the resettlement site shall be determined before the house number is selected.
Six, relocation subsidies, compensation standards
(1) Compensation standard of rotation auction house.
For residents who need to move their own revolving houses within the scope of renovation, if they vacate their old houses and hand them over to the government for renovation within 2 months after signing the agreement, they will be given 10 yuan/m2 according to the effective construction area of the original residential houses from the month after vacating the house. Monthly temporary turnover transition fee (if the monthly temporary turnover transition fee is less than that of 500 yuan, it shall be supplemented according to the standard of 500 yuan). Tenants who choose to buy resettlement houses shall pay the turnover transition fee to 3 months after the notice of repossession is issued in the month.
Residents who do not need temporary turnover and still live in the old house after signing the agreement will be given a three-month renovation transition period from the date of receiving the notice of repossession. After the expiration, the old house will be vacated and handed over to the government for demolition.
(two) to receive a one-time housing compensation fee.
Families receiving one-time housing subsidies will vacate their old houses within two months from the date of signing the agreement and hand them over to the government for transformation.
(3) Compensation standards for moving expenses and cooking stoves.
For households within the scope of transformation, a one-time moving fee of 500 yuan will be given to three people per household. If there are more than three people in the family, each additional person will increase by 100 yuan (if it is placed in the revolving auction house, it will be calculated as the second move); 500 yuan per furnace; Air conditioning transfer fee 200 yuan/Taiwan; Cable TV, Internet broadband, etc. It shall be transferred by the residents themselves, and the transfer fee shall be reimbursed by the invoice issued by the transfer unit.
Seven. Relocation incentive measures (1) incentive measures.
Give a reward of 5,000 yuan/household to the tenants who sign the relocation agreement within the prescribed time limit; Give 3000 yuan to vacate the old house and hand it over to the government for renovation within the prescribed time limit.

1. If the relocation agreement is signed beyond the specified time limit and the old house is not vacated on time, all relocation rewards will be cancelled.
2 do not support the transformation, refused to sign the "relocation agreement" of enterprises without housing workers and relocated households, according to the relevant provisions.
VIII. Payment Provisions
Resettlement houses are all included in residential property management, and residents pay residential property management fees according to regulations; Employees who choose to purchase also need to pay the house maintenance fund according to the regulations, including houses with property rights. The special maintenance fund for the * * * part of resettlement houses and * * * facilities and equipment shall be borne by the purchaser according to the principle of "whoever uses it shall bear it".
Nine. Measures to deal with related problems
(a) the problem of unauthorized transfer or transaction of unreformed housing.
Disputes arising from the unauthorized subletting, transfer or transaction of the original unreformed house shall be settled through consultation between the parties to the unauthorized transaction. If negotiation fails, both parties to the dispute shall solve it through legal channels.
(2) The problem of depreciation and reconstruction of the self-built house or house area of the lessee.
For the part of the housing area built by residents or demolished and rebuilt, the brick-wood structure (including brick-wood structure) shall be compensated according to the standard of 100 yuan /m ㎡; Brick-concrete structure above (including brick-concrete structure) shall be compensated according to 200 yuan/㎡ standard.
(3) The problem of multiple rooms in one household.
1. If a family owns more than two sets of reformed houses, it shall be implemented according to the provisions of this plan;
2. If a family owns a set of reformed housing and a set of unreformed housing, it will be implemented according to the provisions of this plan, and the other set of unreformed housing will only be given a one-time housing subsidy of 25,000 yuan.
3. Families with two sets (or more) of unreformed housing can only enjoy one set of resettlement houses, and the other set (or more) of unreformed housing can only be given a one-time housing subsidy of 25,000 yuan.
X. supplementary provisions
(a) the implementation plan for the transformation of shanty towns in Shaoguan City (issued by Shao Fu Ban [20 15] 1) shall be abolished at the same time.
(II) The resettlement object for which this scheme is no longer implemented in the Notice on Printing and Distributing the Compensation Scheme for House Demolition and Resettlement within the Planning and Transformation Scope of Municipal Merged Enterprises (Shao Fu Ban [2009] No.236) promulgated on October 30, 2009.
(3) This scheme is not applicable to the relocation and resettlement of workers and households in the plots that have been included in the "Three Old Renovations" project, and it is still implemented according to Shao Fu Ban [2009] No.236.
(4) This scheme will be implemented as of the date of promulgation, and it is specifically applicable to the shantytown renovation project in urban areas (Zhenjiang District and Wujiang District) which is implemented as a whole in the city. Other counties (cities, districts) and the shantytown renovation projects of enterprises in Shaoxing in central province can refer to the implementation.
