I. Concept and classification of green food

Green food refers to safe, high-quality and nutritious food that follows the principle of sustainable development, is produced according to a specific mode of production, is recognized by a specialized agency and is allowed to use the green food mark, and is pollution-free. There are three characteristics: first, green food is produced in a good ecological environment; Second, green food implements the whole process quality monitoring from farmland to table; Third, green food signs are protected by law.

the green food mark is a product quality certification trademark officially registered by China Green Food Development Center in the State Administration for Industry and Commerce. The green food logo consists of three parts, namely, the sun above, the leaves below and the central bud. The sign is round, which means protection. The whole figure depicts a harmonious life under the sunshine, telling people that green food is a safe and pollution-free food from a pure and good ecological environment, which can bring people vigorous vitality. The sign of green food also reminds people to protect the environment and create new harmony in nature by improving the relationship between people and the environment.

Green food should meet the following four conditions:

① The origin of products or raw materials must meet the quality standards of green ecological environment;

② Crop planting, livestock and poultry feed, unproductive farming and food processing must comply with the operating rules for green food production;

③ The products must meet the standards of green food products;

④ The packaging, storage and transportation of products must meet the storage and transportation standards of green packaging.

At present, the classification of green food can be divided into seven categories: agricultural products, forest products, livestock products, fishery products, processed food, feed and feed, and products can be divided into 53 categories.

II. Conditions and procedures for applying for green food enterprises

According to Article 5 of the Measures for the Administration of Green Food Labels, "all units and individuals with green food production conditions can be applicants for the right to use green food labels". In order to further standardize the management, the requirements of the applicant for the mark are specified as follows:

1. The applicant must be able to control the production process of the product, implement the operating rules for green food production, and ensure that the product quality meets the requirements of green food standards;

2. The reporting enterprise must have a certain scale and be able to bear the use fee of green food marks;

3. As an applicant, an enterprise engaged in production management and service below the township level must have a production base and directly organize production; Business and service enterprises above the township level must have a stable production base subordinate to the enterprise;

4. the production and operation of the enterprise applying for processing products must be more than one year.

"The state has clear regulations on the scope of applying for green food labels. Health food registered with the word "food" or "health" can declare the green food mark. Varieties that are both food and medicine announced by the state, such as perilla, chrysanthemum, ginkgo, dried tangerine peel and safflower, can be declared as green food marks. Drugs and cigarettes are not allowed to declare green food signs.

according to the green food standard, the declaration of pickles such as Juecai, instant noodles, ham sausage and leafy vegetables will not be accepted for the time being. In order to promote the development of green food, China Green Food Development Center was established in October, 1992 with the approval of the Ministry of Personnel, as the specific management department of green food. And has set up green food management institutions in 29 provinces, cities and autonomous regions to carry out quality inspection of green food and audit the use of green food signs. Among the thousands of products accepted, they were strictly examined and approved in accordance with the provisions of the Measures for the Administration of Green Food Labels. By the end of 2111, more than 1,111 products in five categories in China had obtained the right to use green food labels, which led to a rapid increase in the number of green food development. According to Article 6 of the Measures for the Administration of Green Food Labels, the procedures for applying for the use of green food labels on products are as follows:

First, the applicant fills in an Application for the Use of Green Food Labels in duplicate (including the attached materials) and submits it to the green food administration department of the province (autonomous region, municipality directly under the Central Government and cities with separate plans, the same below);

second, the provincial green food management department entrusts an environmental protection monitoring institution that has passed the metrological certification at or above the provincial level to conduct environmental assessment on the origin of the product or raw materials.

Third, the provincial green food management department conducts a preliminary examination of the application materials, and reports the materials that have passed the preliminary examination to China Green Food Development Center;

fourthly, China green food development center, together with authoritative environmental protection agencies, will review the above materials. Qualified food monitoring institutions designated by China Green Food Development Center shall sample their declared products and conduct testing according to the quality and hygiene standards of green food. Those who are unqualified will no longer accept their applications in that year;

Fifth, China Green Food Development Center conducts a comprehensive review (including on-the-spot inspection) of products that have passed the quality and hygiene inspection, and signs an "agreement on the use of green food marks" with qualified applicants. The Ministry of Agriculture issues a certificate and number for the use of green food marks, which is reported to the Trademark Office of the State Administration for Industry and Commerce for the record and announced to the public at the same time. For products that fail the health inspection, the application will no longer be accepted in that year.

China Green Food Development Center will review the application materials of enterprises. If the materials are qualified, it will notify the provincial green food management agency in writing and entrust the sampling of the application products. After the provincial green food management agency entrusts to receive the entrusted sampling list from the center, it will appoint two or more full-time management salespersons of green food signs to the reporting enterprises for sampling, and send the samples to the designated food monitoring center of green food. According to the technical monitoring report, the final result is obtained. After passing the final examination, China Green Food Development Center will notify the applicant in writing to go to China Green Food Development Center to go through the licensing procedures and pay the service fee for the logo. In principle, each product will be RMB 1,111 (series product discount).

the green food label management personnel shall supervise and inspect the green food production enterprises within their jurisdiction at least once a year, and report the implementation of the regulations on planting, breeding and processing of enterprises to the center.

China Green Food Development Center issues a sampling task at the beginning of each year, and designated food monitoring agencies and environmental monitoring agencies conduct sampling inspection on the eco-environmental quality of products and raw materials where enterprises use the logo. Those who fail to pass the sampling inspection will be disqualified from using the logo and announced to the public. All consumers have the right to supervise green food. Consumers have the right to know whether the green food in the market is true or false, and they can report the products with quality problems directly to the center.

Organic food must meet the following four conditions:

① Raw materials must come from the established or under-established organic agricultural production system, or wild natural products collected in an organic way

② Products must strictly follow the standards of processing, packaging, storage and transportation of organic food in the whole production process;

③ In the process of organic food production and smooth flow, producers have perfect quality control, follow-up review system and complete production and sales standards.

④ It must be certified by an independent organic food certification body. Procedures for green food certification

(for Trial Implementation)

In order to standardize the certification of green food, this procedure is formulated in accordance with the Measures for the Administration of Green Food Labels. All domestic enterprises with green food production conditions can apply for green food certification according to this procedure. Overseas enterprises shall be stipulated separately.

1. Application for Certification

1.1 The applicant receives the Application for the Use of Green Food Labels, the Questionnaire on Enterprises and Production and related materials from China Green Food Development Center (hereinafter referred to as the Center) and its green food offices and green food development centers in provinces (autonomous regions and municipalities directly under the Central Government), or downloads them from the website of the Center (website: www.greenfood.org.cn).

1.2 The applicant shall fill in and submit the Application for the Use of Green Food Signs, the Questionnaire on Enterprises and Production and the following materials to the Green Office of the province where he is located:

(1) Statement on ensuring the implementation of green food standards and norms

(2) Production operation procedures (planting procedures, breeding procedures and processing procedures)

(3) The company's comments on "base+farmers" Management system)

(4) product execution standard

(5) product registered trademark text (photocopy)

(6) enterprise business license (photocopy)

(7) enterprise quality management manual

(8) other materials required (if it has passed the system certification, a copy of certificate is attached)

2.2 if the application materials for certification are incomplete, the applicant is required to submit supplementary materials within 11 working days after receiving the notice of opinions on document review.

2.3 if the application materials are unqualified, notify the applicant that the application will not be accepted in this growth cycle.

2.4 if the application materials are qualified, article 3 shall apply.

3. On-site inspection and product sampling

3.1 The Provincial Green Office shall specify the on-site inspection plan in the Notice of Opinions on Document Review, and appoint two or more inspectors to conduct on-site inspection after the plan is confirmed by the applicant.

3.2 the inspector shall conduct item-by-item inspection according to the requirements of the green food inspector's work manual and the on-site inspection plan. Each inspector shall fill in the on-site checklist and on-site inspection opinions separately. The on-site inspection shall be completed within 3 working days, and the on-site inspection evaluation report shall be submitted to the Provincial Green Office within 2 working days after the on-site inspection.

3.3 if the on-site inspection is qualified and the products suitable for smoking can be drawn at that time, the inspector shall sample the products according to the Technical Specification for Sampling Green Food Products, fill in the Sampling Sheet for Green Food Products, and send a copy of the sampling sheet to the central certification office. Special products (such as animal products, etc.) shall be stipulated separately.

3.4 if the on-site inspection is qualified and there are no products suitable for smoking, the inspector and the applicant will determine the sampling plan on the spot and send a copy of the sampling plan to the certification office of the central government.

3.5 if the on-site inspection is unqualified, the provincial green office will notify the applicant in writing, and the certification conclusion will be rejected, which is the same.
