Article 2 These Regulations shall apply to the safety management of holding large-scale activities within the administrative area of this Municipality. Article 3 The term "large-scale activities" as mentioned in these Regulations refers to the following activities that the organizers rent, borrow or temporarily occupy places and venues (including the water surface) and hold for the public, with more than 1,111 participants in a single session:
(1) Sports competitions, folk competitions and other activities;
(2) concerts, concerts, song and dance performances and other cultural activities;
(3) product exhibitions, commodity exhibitions, sales promotion and other business activities;
(4) traditional folk activities such as garden party, lantern festival, temple fair, flower party, dragon boat party and fireworks party;
(5) Job fairs for talents, lottery issuance on the spot and other activities.
these regulations are not applicable to business units such as theaters, concert halls, shopping malls, restaurants and entertainment places that hold activities within the normal business scope in their business premises. Article 4 The people's governments at all levels in this Municipality shall strengthen their leadership over the safety work of large-scale activities, urge relevant departments to perform their duties of safety supervision and management of large-scale activities according to law, and coordinate and solve major problems in the safety management of large-scale activities in a timely manner.
The public security organs of this Municipality are the implementing organs of the safety license for large-scale activities, and guide, supervise and manage the safety work of large-scale activities.
relevant functional departments such as production safety supervision and management, quality and technical supervision, health, construction, culture, sports, urban management and law enforcement shall supervise and manage the safety work of large-scale activities in accordance with the provisions of relevant laws and regulations and the responsibilities determined by the people's government at the corresponding level. Fifth large-scale activities adhere to the principle of safety first and prevention first. The principle of who sponsors and who is responsible for large-scale activities is implemented. The organizers of large-scale activities (hereinafter referred to as the organizers) are fully responsible for the safety work of large-scale activities, and the organizers and venue providers are responsible for the division of safety work.
if the organizer is not responsible for the organization and implementation of the event, it shall sign an agreement with the organizer of the event, and the organizer shall be the subject of safety responsibility, and perform the safety responsibilities that the organizer shall perform as stipulated in these regulations. Article 6 The safety work of large-scale activities shall be subject to classified management. The security work of celebrations and commemorative large-scale activities held by people's governments at all levels shall be organized and implemented by public security organs and other relevant government functional departments; The organizers are responsible for the safety work of other large-scale activities, and the public security organs and other relevant government functional departments give guidance, supervision and management to the safety work of the organizers. Chapter II Safety Permission Article 7 This Municipality implements safety permission for large-scale activities. Article 8 For a large-scale activity under any of the following circumstances, the organizer shall apply to the municipal public security organ for a safety license:
(1) it is held across regions and counties (cities);
(2) The number of participants in a single session is more than 5,111.
for other large-scale activities other than those specified in the preceding paragraph, the organizer shall apply to the public security organ at the county level where the activity is held. Article 9 The organizer shall apply to the public security organ for a safety permit 21 working days before holding a large-scale event, and the following materials shall be submitted when applying: < P > (1) An application report;
(2) the legal identity certificates of the organizer, the organizer and the venue provider, and the text of the contract or letter of intent related to safety work signed by the organizer and all parties;
(3) If the prior approval of relevant departments is required according to regulations, the approval documents shall be submitted;
(4) the activity plan, safety work plan and emergency plan for the large-scale activities to be held. Article 11 the safety work plan for large-scale activities shall include the following contents:
(1) the time, place, number of people and content of the event;
(2) the person in charge of safety and the organization system of safety work;
(3) the number, post responsibilities and identification marks of safety workers;
(4) fire safety measures for buildings and facilities in places;
(5) vehicle parking and diversion measures;
(6) Measures such as sample of certificates and tickets, printing and inspection of tickets;
(7) Measures for maintaining order and diverting personnel on site;
(8) the plan of the activity site and the approved capacity. Eleventh public security organs shall, within ten working days after accepting the application for safety license for holding large-scale activities, conduct an examination, and if necessary, conduct on-site inspection of the places and facilities for large-scale activities. To meet the statutory conditions and standards, make a written decision to grant safety permission; If it does not meet the statutory conditions and standards, it shall make a written decision not to grant the license and explain the reasons. If a decision cannot be made within ten working days, it may be extended for seven working days with the approval of the person in charge of this organ, and the applicant shall be informed of the reasons for the extension.
if the organizer applies to hold many large-scale activities with the same content in the same place within a year, the public security organ may adopt a permit. Article 12 If a large-scale activity meets the following conditions, the public security organ shall grant it a safety license:
(1) The organizer has legal status;
(2) The content complies with the provisions of relevant laws and regulations;
(3) The premises, facilities and number of people meet the safety requirements;
(4) the safety responsibilities are clear, the measures are effective, and the safety management personnel implement them.
