Measures of Tai 'an Municipality on the Administration of Urban Construction Waste
Article 1 In order to strengthen the management of urban construction waste, promote the comprehensive utilization of urban construction waste, and protect and improve the ecological environment, these Measures are formulated in accordance with the Law of People's Republic of China (PRC) on the Prevention and Control of Environmental Pollution by Solid Waste, the Regulations on the Administration of Urban Appearance and Environmental Sanitation and other relevant laws and regulations, and combined with the actual situation of this Municipality. ? Article 2 These Measures shall apply to the generation, transportation, transit, consumption, utilization and other disposal and related management activities of construction waste within the urban planning area of Tai 'an City. ?

The term "construction waste" as mentioned in these Measures refers to all kinds of buildings, structures and pipe networks, such as new construction, reconstruction, expansion and demolition, and solid wastes such as waste soil and waste generated in the process of residents' decoration and decoration of houses. ? Article 3 The municipal and district people's governments shall establish and improve the coordination mechanism of construction waste management, study and solve major problems in construction waste management in a timely manner, and coordinate and urge relevant departments to perform their duties of supervision and management according to law. ? Fourth city administrative departments responsible for the unified supervision and management of construction waste; The district urban management administrative department is responsible for the specific management of construction waste within its jurisdiction in accordance with the division of responsibilities. ?

City, district construction waste management responsibilities in accordance with the relevant provisions of the municipal government on the division of labor management in Thailand. ?

Development and reform, public security, finance, natural resources and planning, ecological environment, housing and urban and rural construction, transportation, administrative examination and approval services and other departments shall, in accordance with their respective responsibilities, do a good job in the management of construction waste. ?

Street offices and Township People's governments are responsible for the source management and coordination of construction waste disposal in this area. ? Article 5 The disposal of construction waste shall follow the principles of reduction, recycling, innocuity, and whoever produces and bears the responsibility for disposal. ? Sixth construction waste classification management system. The municipal administrative department of urban management shall study and formulate the classification norms of construction waste, clarify the classification standards and management measures, and announce them to the public. ? Seventh construction waste disposal fees system. The specific charging standards shall be formulated by the municipal price administrative department in accordance with the relevant provisions of the state and the province. ?

Construction waste disposal fees are earmarked for the disposal and management of construction waste and the construction, operation and management of disposal facilities. ? Article 8 No unit or individual shall dump, scatter or pile up construction waste at will, and shall not mix hazardous waste, industrial waste, domestic waste and other toxic and harmful waste into construction waste. ? Ninth units that dispose of construction waste shall apply to the administrative examination and approval service department before the project starts, and submit the construction waste disposal plan and other related materials, and can dispose of construction waste only after approval, except for the decoration of residents' families. ? Article 10 The administrative examination and approval service department shall make a decision of approval or disapproval within 10 days from the date of accepting the application. Approved, issued by the construction waste disposal approval procedures; If it is not approved, it shall inform the applicant in writing and explain the reasons. ?

For those who need to consume construction waste on the spot, the emission of construction waste should be reduced accordingly. ? Eleventh construction waste disposal approval content changes, it shall timely apply to the original examination and approval authority for change. ? Fourteenth construction sites that produce construction waste shall comply with the following provisions:

(four) road hardening treatment of intersections and garages; ?

(5) Construction waste generated in the construction process shall be sorted and removed in time within the scope of the construction site. If it is temporarily impossible to remove it, dust-proof measures such as covering, compacting and temporary greening shall be taken; ?

(six) the whole process of closed transportation of construction waste transport vehicles; ?

(seven) in accordance with the provisions of the installation of online video monitoring equipment; ?

(eight) in accordance with the provisions of the installation of dust online monitoring equipment; ?

(nine) equipped with someone who is responsible for cleaning the construction site; ?

(10) Wash the dust inside and outside the main body of the building facade and floors, and remove the shielding net. ?

Before the completion and acceptance of the construction project, all the construction waste generated by the project shall be removed. ? Fifteenth residents' family decoration should implement the responsibility system of investment management. ?

In residential areas where property management is implemented, the property service enterprise is the responsible person; Without the implementation of property management, community residents' committees and villagers' committees are responsible persons. ? Article 16 The person in charge of issuance management shall perform the following obligations:

(a) set up or designate a special decoration dump; ?

(2) Take measures to keep the decoration garbage dump clean and tidy; ?

(three) clear decoration waste delivery specifications, delivery time, supervision and complaint methods and other matters; ?

(four) to cover the decoration garbage piled up on site to prevent environmental pollution; ?

(five) the decoration waste generated within its management scope is handed over to a special construction waste transportation enterprise for removal. ?

Household decoration garbage should be bagged and put into the designated stacking place. ?
