In order to further strengthen the epidemic prevention and control of imported high-risk non-cold chain container goods and ensure people's life, health and safety, according to the deployment requirements of provinces and cities, the centralized supervision warehouse for imported high-risk non-cold chain container goods in Yanzhou District of Jining City was opened on April, 2022 10. The relevant matters are hereby announced as follows:

1. From April 2022 10, all the following imported high-risk non-cold chain container goods used, processed, sold and stored in Yanzhou District of Jining City must enter the centralized supervision warehouse and implement epidemic prevention and control measures.

1. Imported high-risk non-cold-chain container goods that directly enter Yanzhou District from customs, ports and China-Europe freight yard cannot submit the Certificate of Departure of Imported High-risk non-cold-chain container goods in centralized supervision warehouses such as customs and ports;

2. Imported high-risk non-cold-chain container goods from outside Shandong Province have not entered the centralized supervision warehouse or cannot submit the certificate of centralized supervision warehouse for imported high-risk non-cold-chain container goods;

3. The high-risk non-cold chain container goods imported from other parts of Shandong Province have not entered the centralized supervision warehouse or cannot submit the delivery certificate of the centralized supervision warehouse for imported high-risk non-cold chain container goods in Shandong Province;

All imported high-risk non-cold-chain container goods under centralized supervision and warehouse management should make an appointment by using the "Shandong Province Imported High-risk Non-cold-chain Container Goods Epidemic Prevention and Control Management System" 24 hours before arrival at the destination, and truthfully fill in the container number, name of the imported goods, country of origin, quantity, storage location, storage time and other information and the customs clearance form of the imported goods.

Two, when warehousing, the customs clearance form, disinfection certificate and nucleic acid detection certificate of imported goods should be provided on the spot, and the warehousing procedures should be handled after checking the information is correct.

Three, can not provide proof of disinfection, disinfection measures in accordance with the relevant technical guidelines. If it is not suitable for disinfection and cannot provide inspection certificate, the goods shall be sampled for nucleic acid inspection according to the regulations. If the nucleic acid test is negative, go through the formalities of registration and warehousing; If the nucleic acid test is positive, it shall be temporarily sealed in a special storage area and disposed of in accordance with the relevant working procedures for emergency disposal of epidemic-related items.

4. After the goods are put into storage, they should be kept in the warehouse area for not less than 65,438+00 days. After the expiration of the standing period, the centralized supervision warehouse shall uniformly organize nucleic acid sampling and testing, and the batch of goods shall obtain a negative report, issue the Certificate of Delivery from the Centralized Supervision Warehouse for Imported High-risk Non-cold-chain Container Goods in Yanzhou District of Jining City, and enter the information in the Management System for Epidemic Prevention and Control of Imported High-risk Non-cold-chain Container Goods in Shandong Province before leaving the warehouse. This certificate is provided with the goods and kept for future reference.

Five, strictly separate people and goods, drivers are not allowed to contact imported container goods during transportation and do personal protection. When vehicles enter and leave the centralized supervision warehouse, the driver and the vehicle attendant shall obey the management and shall not get off and walk around at will.

Six, imported container goods in the centralized supervision warehouse loading and unloading, preventive disinfection and other expenses shall be borne by the owner.

Seven, the production, sale and use of units to register the information of transport vehicles and drivers involved in imported container goods, to achieve full traceability.

Eight, for the "nine noes" behaviors, such as not standing in the warehouse as required, not truthfully declaring the information of imported goods, not declaring 24 hours in advance, not carrying out preventive disinfection of imported container goods, not carrying out preventive disinfection of empty containers before loading operation, not carrying out operations in accordance with relevant disinfection technical specifications, not achieving disinfection effect, not truthfully issuing the test results of nucleic acid testing institutions, and not providing legal and valid certificates, according to Yanzhou Branch of Jining Public Security Bureau, we severely cracked down on violations during the prevention and control of COVID-19 epidemic. Those who cause the epidemic to spread shall be investigated for criminal responsibility according to law.

Nine, since the date of implementation of this notice, the imported container goods that have been put into storage can be used for production, sale and use only after they have been fully disinfected and obtained the certificate of disinfection and nucleic acid detection.

X. This Notice shall come into force on April 10, 2022. If the previous provisions on epidemic prevention and control of non-cold chain imported containers are inconsistent with the requirements of this notice, this notice shall prevail.
