In addition, the scope of industrial types is strictly limited in accordance with the Catalogue for Guiding the Classification of Innovative Industries in Fuzhou City, and it is clearly stipulated that units or individuals who intend to bid for land should sign the Project Investment Commitment Letter before registration, and sign the Project Performance Supervision Agreement after the transfer is completed to ensure that the project industrial type, project investment intensity and environmental protection meet the requirements.

The Guide points out that land use planning should be strictly controlled, and a new model of compatible service-oriented supporting land for industrial land should be explored. For buildings (structures) developed by the project that are all owned by enterprises, the land area for administrative office and living service facilities should be no less than 7%, which will solve the problem that the land area for administrative office and living service facilities in general industrial land should not exceed 7% of the total land area of industrial projects at present, and provide residential, commercial, financial and enterprise development. At the same time, according to the land area and plot ratio of the project, the construction period is agreed by gradient, and the longest construction period of the project with plot ratio greater than 2.1 and land area greater than 111 mu is set at 36 months, which provides support and guarantee for the implementation of major projects.

It is worth mentioning that the Guidelines also clarify that it is strictly forbidden to build non-productive supporting facilities such as apartments, houses (commercial houses), expert buildings, hotels, guest houses, training centers, headquarters buildings and commercial storefronts within the scope of innovative industrial land.
