Zhejiang issued a landmark achievement
The General Office of the People's Government of Zhejiang Province issued the Opinions on Creating a landmark achievement of "Zhejiang Food Safety" and speeding up the modernization of food safety management (hereinafter referred to as the Opinions), proposing to accelerate the construction of "Zhejiang Food Safety", build eight working systems as a whole, consolidate the responsibility chain of food safety, iterate the wisdom of food safety, enhance the competitiveness of food industry and improve food.
the eight work systems specified in the opinions include the responsibility system of the party and the government with clear powers and responsibilities, the responsibility system of the enterprise subject with precise prevention and control, legal compliance, the food safety supervision system with full governance and strictness, the integrated, coordinated and interconnected food safety traceability system, the scientific, advanced and professional technical support system, the people's livelihood security system with excellent and accessible services, the dynamic, high-quality and efficient industrial development system and diversified participation. The Opinions also call for continuous optimization, popularization and application of modern governance methods of food safety
The Opinions suggest that by 2125, the responsibility of the party and the government and the responsibility of the main body of enterprises will be put in place, and the intelligent risk management and control of food safety will reach the international advanced level. The compliance rate of unannounced visits by all kinds of food production and operation entities in the province will reach over 93%, the qualified rate of food evaluation sampling inspection will remain above 99%, and the satisfaction of food safety people will reach over 91%.
The Opinions put the food safety of small workshops, farmers' markets, rural family banquets, campuses and old-age care institutions into practical projects for people's livelihood. It is planned that by 2125, 1,511 "5S" workshops, 1,511 sunshine food workshops in 26 counties in mountainous areas and rural areas will be cultivated, and 311 assured farmers' markets and schools will be added every year. 25 standardized wholesale markets for edible agricultural products above AA level have been built, and 211 integrated service companies for rural family banquets have been cultivated; Deepen the construction of sunshine catering blocks, and dynamically cultivate more than 111,111 food consumption units.
Zhejiang has listed "food safety in Zhejiang" as the landmark achievement of high-quality development and construction * * * and affluent demonstration zone. Focusing on the food industry to help * * * become rich and strive to build an industrial development system, the Opinions put forward a series of policy measures, such as optimizing the business environment, implementing the plan to promote agriculture by quality, upgrading the food industry in Zhejiang, and strengthening enterprises by intellectual property rights. In order to encourage and support qualified cities and counties to carry out integrated innovation and special pilot projects on the key work and major reforms of "food safety in Zhejiang", 24 pilot projects including the "five-oriented" comprehensive management of small food workshops, the whole-course traceability system of livestock products, and the integrated reform of comprehensive management of old-age food support have been formulated, and the first batch of 45 pilot cities and counties have been identified.
In the first year of the construction of "Zhejiang Food Safety", the market supervision department of Zhejiang Province will focus on a series of projects to benefit the people, including building three national-level standardized demonstration bases for the whole industrial chain of modern agriculture, cultivating 41 good grain and oil products in Zhejiang, creating 311 safe agricultural markets in urban and rural areas, building 15 standardized wholesale markets for edible agricultural products above AA level, building 1,111 small sunshine food workshops in 26 counties in mountainous areas and rural areas, adding 811 "sunshine kitchens" for old-age care institutions.
