With the support of the "six stabilizers" and "six guarantees", China is taking the lead in getting out of the shadow of the epidemic, and has made remarkable progress in resuming work and production, as well as warming up the consumer market. However, under the normalization of epidemic prevention and control, people's expected income, consumption mode, and consumption psychology are still affected.
In this context, the development of night-time economy has become available to small and medium-sized enterprises, living service industry to solve the difficulties of a feasible way of thinking, but also in the special circumstances of cracking the employment problem, revitalize the level of consumption of an emergency means. In fact, as an economic form, the night-time economy itself has its own existence of suitable soil.
Promoting the integration of the nighttime economy into economic and social development strategies
The nighttime economy is an economic form, but it should be seen as a platform for economic operation - one that can be grafted onto and embedded in different industrial categories and business models. For local governments, promoting the construction of night-time economy is not only a short-term stimulus to stimulate economic vitality and boost consumption, but also a new way to stimulate economic and social development, as well as an opportunity to shape the city's cultural card.
The night time economy with cultural connotation can be more permanent. Nowadays, the main contradiction in our society has been transformed into the contradiction between the people's growing need for a better life and the unbalanced and insufficient development. The nighttime economy has become an important way to increase flexible employment, promote consumer development, and realize the "need for a better life". In the context of the integrated development of the culture and tourism industries, the embedding of the culture and tourism industry in the night-time economy has become an important factor in constituting a long-term mechanism. The culture and tourism industry is an inclusive and highly integrated type of industry, and some culture and tourism products, such as performing arts evenings, cultural and creative experiences, book readings, art appreciation auctions, cool rest, fitness and entertainment, etc., have a natural fit with the nighttime economy. In fact, in recent years, there have been many popular night-time cultural tourism brands in China, such as Songcheng culture in Hangzhou and commentary culture in Suzhou.
It is important for local governments to develop a strategic nighttime economy development plan as the basis for government governance and market participation in the nighttime economy.
Secondly, the development of night-time economy development plan. The development of the nighttime economy can be divided into three stages according to the maturity of the development of the nighttime economy, that is, the incubation period, the development period and the stabilization period, respectively, applying different incentive policies, such as tax, financing policy support. In the incubation and development periods, the government's support for the development of the night-time economy should be increased, especially with regard to key projects for the prosperity of the night-time economy, specialized projects for the creation of a city's cultural name card and their related measures by granting financial support and tax concessions; and by giving appropriate subsidies to some of the operators in difficulty, and by providing vehicle rentals, and so on. And into the night economic stabilization period, the strength of the policy tilt should be gradually contracted and transitioned to a normal state.
High starting point to limit the entry threshold of the night-time economy
As an economic form, the night-time economy must follow the general laws of the market economy if it is to develop healthily. In general, the market participants in the night economy, in addition to local merchants, residents, more tourists. The experience and attitude of the tourist group is extremely important to the shaping and spreading of the city's cultural card, especially in the mobile Internet society, the experience evaluation released through the public number, circle of friends, live platform, has a conductive and diffusion effect.
Therefore, as a market regulator, the system should be designed to suppress the origin of negative events. In this regard, the idea of setting a higher entry threshold for the market supplying entities and the goods and services they provide is a feasible one.

In addition to complying with relevant national quality standards, especially food hygiene and quality standards, it should also be required to reflect the city's traditional characteristics and cultural tastes, meet different personalized needs, and facilitate consumer experience and interactive participation.
High-standard regulation of the market order under the neon lights
The market order is the essence of economic operation. The prosperity and development of the night time economy is inseparable from the standardized market order. From the perspective of system supply, a high standard of standardized market order needs to highlight the rules of openness, fairness, impartiality and transparency, so that the night-time economy can play a long-term effect.
The rules and regulations are open. The construction and development of the nighttime economy is a systematic project, and the formulation of policies and regulations requires extensive and repeated consultation with all sectors of society, which not only reflects the government's efforts and determination to promote the development of the nighttime economy, but also integrates the development of the nighttime economy into the city's urban construction and cultural development to meet the needs of the masses of the people's "high quality of life". The public solicitation of opinions from all sectors of society. Openly soliciting opinions from all sectors of the community will help the policy and regulations better reflect public opinion, be more grounded, and be more likely to be effectively implemented.
Fair market access. Setting a higher market access threshold for the night-time economy is not to exclude ordinary suppliers, small and micro-enterprises, or individual operators, but rather to adhere to the principle of non-discrimination, as long as they meet the published market access criteria for the main body and its goods or services can be declared to be the main market supply of the night-time economy.
Transparent information dissemination.
In the mobile Internet era, information is an extremely important factor of production. As far as the market participants of the night economy are concerned, convenient access to useful market information is an important resource to win the competitive advantage. From the perspective of fair and just market ethics, market regulators should publicly release market information in a timely manner to ensure that market participants can access it without barriers.
Market adjudication is fair. The design of policies and regulations for the nighttime economy should give market regulators certain adjudicative powers to maintain market order and consumer rights in accordance with the law, and to deal with market transaction disputes impartially; to establish a blacklisting system to improve the integrity of the construction; and to explore the construction of a public *** legal service organization to provide legal assistance to market participants in the nighttime economy. And qualified and dedicated front-line market regulators should be proficient in the laws and regulations of market supervision, and clearly define the responsibilities and authority of the regulators.
Branding is prioritized. Although after setting the market access threshold, the non-discriminatory policy is adopted for the market supply subjects and their goods or services that meet the standard, the policy supply should still give full consideration to building the night-time economy as the city's business card and commercial brand, such as encouraging the development of cultural and creative projects and increasing the government's supporting financial support.
High-quality night-time economy "soft environment"
Nowadays, urban development has given new connotation to the night-time economy, which requires innovative governance. Distinguished from the earlier restrictive urban management model, modern urban governance is a kind of detached governance, tends to guide, organization, coordination and service, encourage people to self-discipline, the pursuit of *** win good governance.
As far as regulation is concerned, it is mainly to safeguard and maintain the rights and interests of participants in the night-time economy through laws and regulations and policies, and to constrain and regulate their behaviors, so that they can participate in the market competition in an equal and compliant manner; to constrain the motives and behaviors of market supervisors and front-line law enforcers; and to rectify all kinds of illegal and unruly behaviors.
As far as the organization is concerned, the main thing is to organize the relevant agencies to strictly check the fire and hygiene conditions of the business establishments permitted to carry out the night-time economy, and to inspect the goods and services on a sample basis; to organize and carry out the environmental management of the areas where the night-time economy is concentrated, in particular, the noise, fumes, and light pollution, and to carry out timely remediation; to improve the social security system, and to organize and strengthen the personnel The company has also been working to improve the social security system, organize and strengthen the inspection of crowded places, and organize to determine the timing, route and mode of evacuation.
As far as coordination is concerned, the main thing is to clarify the identity of the market referee and coordinate the disposal of matters that may be encountered in the night-time economic operation, such as coordinating the lines and capacity of night-time public **** transportation, coordinating the opening of the unit's parking space, coordinating the supply of electricity during the peak season, and so on.
As far as services are concerned, the main thing is to build a platform for the healthy and orderly operation of the market, publicity and promotion, and provision of ancillary services, including but not limited to, project planning, tax exemption, sanitation and epidemic prevention, commodity authentication, permit approval for handling, and municipal cleaning and other projects; extensive publicity of the policy provisions through various new media, the guide to night-time consumption, and night-time traffic and transportation. The company's main goal is to create a good atmosphere for nighttime consumption by designing and arranging nighttime lighting, signage and guidelines.
